Money. TTC at the time had the money to build the Yonge and Bloor subways, so they didn't have to hang on to the political contracts because of money problems. These days theres barely enough money to keep transit infrastruture afloat, let alone subway extensions

Lower capacity increases ridership, as in 20km of LRT+ conversion brings a lot more riders than an additional 10-15ish km of subway, unless you are like one of the self entitled subway brats that want it all done in gold even though we don't have the money and refuse to settle with silver.

You can always build Dufferin as a streetcar route until Bloor or St Clair, since it obviously crosses the E-W streetcar routes (College,Dundas, Queen, King) and it saves us from complications between TTC and standard gauge
