I completely agree. They're improving the aesthetics of their building, thereby improving its desirability. Would we consider architectural elements like a lovely arch over the entranceway to be a public art contribution?

I'm not completely familiar with the Bloor mini-PATH, but isn't the only connection from Manulife Centre, etc to Bay station through Cumberland Terrace? And what about the connection to Bloor-Yonge (I'm less sure on this one)? If it won't be an indoor mall anymore will those connections be lost?

Look at the passage from MisterF you quoted. The study was comparing equivalent bus and rail-based services. If you follow the link you'll see that they are comparing LRT to BRT.

It makes sense if the 2/3 of the Spadina extension is being funded by other levels of government and the Union renovation is coming directly out of the TTC's capital budget. I'm not 100% sure about the funding for Union, perhaps somebody in the know can chime in. Not that I think the money is...

If I was further along in life, this is where I would buy. The residents here are going to get a very nice return on their investment in a decade or so.
