    There's no way those perforated panels would work with the windows as built. The clearance left by the tall skinny operable windows (which would open outwards) would only leave a short strip for any sort of perforated panel. I think they have been deleted.

    It needed more opaque surfaces (stone, concrete, whatever) to add character. This is the equivalent of an all glass condo facade / balcony where all you see is people's stuff / junk inside.
