    This building is on structural caissons. There will not be any major foundation pits etc.. here. About 6-7 feet deeper to get to the bottom here. They are installing some more dewatering at the site to control the water.

    I don't believe there is any rock at this site. (Too Far north from the water to hit bedrock here.) The tarps are intended to insulate and protect the caisson wall during shoring and excavation after they have been trimmed. the tarps are removed once foundation walls are formed and poured.

    The delay is permit related as well. The city has delayed issuing permits cause of the Pan Am Games as they likely want to limit the extent of activity in the area - especially given the athletes village is close by.
