I wish they can truly mass produce these units - and use them as general affordable housing.

I don't see any reason they couldn't be.

But you would likely need to produce a multi-site contract that created the basis for steady-flow production to trigger that.

So....in the 5+ years since this project was first proposed..........

And

The 12 months since construction began, which will run to 15 months or more by occupancy....

Only now did it get determined that there wasn't enough on-site parking??

This is the sort of nonsense which causes people to lose all faith in government. You don't have to be an expert in construction, or the details of operating any given facility to know you should assess the demand for parking at the concept stage.

This should be addressable; but doing so as the project concludes will invariably mean a sub optimal solution, at an inflated cost.

I'm not switching sides on this project, but I wish staff would stop making the case for project opponents by making a hash for the most straight forward things.

Need to confirm 100% in Spring 2026 -- but from previous visits, I believe it is FREE parking, and therefore, there is no parking-enforcement.

The solution to reduce / manage surface parking demand is to charge for parking at CUMMER LODGE -- both on-site or via barrier-arms on-site, and pay and display meter zones on nearby streets... and enforce it with ticketing.

In related news, there's another Members Motion about parking downtown on a similar un-guarded surface parking lot which is also really an "enforcement" problem --

I agree, in principle, with paid parking, here and in most places.

I would note, staff parking appears to be the largest demand.

That said, the bus service here is pretty appalling at key times.

Sunday Morning: Every 30m during the shift change period.

Weekdays are actually not too bad, running every 10 or so in rush hours at every 16 at mid-day.

The other key route would be Willowdale, its also every 30m on Sunday mornings; but is also every 20m on weekday mornings at rush hour and every 30m at mid-day.

I think if one moves from free to paid parking for staff, its certainly important to make sure that local transit service at key shift change times is every 15m or better, and sufficient to meet demand.

I should add, however one managers parking demand (via pricing, or adding spaces) that should still be sorted at the outset of the project, not 3 months from very belated occupancy.
