I think what threw me off was the word "talent".

I was thinking they were referring to actual DB staff.

If by "talent" we're talking about mechanics, then yes, that makes more sense and is definitely an issue.

I would say it applies to their whole workforce - on-train crews, maintainers, and management. There was attrition right across the board that would never have happened without the "plan" to bring in DB.

It's pretty outrageous when you consider that the locomotives GO uses aren't even that old within the train world. Wikipedia claims that the MP40's came into service between 2008-2011, and the last of the MP54's went into service in 2018.

How is it that VIA rail can keep their locomotives running for 30+ years, and yet GO can't seem to get 20 years out of their locomotives?
How can they build something that is not in production?

I speculate here, perhaps it's because GO Trains stop and start much more frequently? Stopping 6-9 times from Toronto to Montreal over 5-6 hours versus around 7-12 stops over 1-2.5 hours for Lakeshore West.

Lots more wear and tear per km and per hour.

I'm also guessing that a GO locomotive averages more service hours per year than a VIA locomotive.

Recent news that the provincial government dropped "made in Canada" requirements for locomotives in Ontario suggests to me that the Provincial government is probably in talks with Wabtec for more locomotives. And seeing as there has been little to no movement on electrical infrastructure on the GO lines, it's probably going to be newer diesel MPI locos.
I highly doubt GE will ever bring back the MPX series just for GO. Unless they eye the EMD/PR F125s or go for the secondhand market. Metra has the F59PHIs which were bought as a temporary measure.

Well... they need to do something soon or else we will have another rdc situation where theres zero viable replacements available. Why not commission alstom to design something suitable for our market. Or just order chargers. We cant be relying on BUYING BACK our old decommissioned junk because we are trying to scrape up every last mile of use from our relics. This is exactly what the report is cautioning against... you get too complacent you lose your expertise and that will lead to pie in your face

GO has never owned any F59PHIs. The ones Metra has bought were from Amtrak in 2018-19.

Didnt they buy a dozen metrolink f59s a couple years back as well? Still regardless... we have a looming issue with locomotive shortages coming up. What will they replace the current f59s with? How about in 10 years time when the mp40s starts to show their age? Will they buy used stuff again like a cheap second rate operator?

We went from an original 2025 target to an 11 year delay....
Geez I absolutely despise the 118 VPs at ML for bait and switching the entire GTHA.... they can all rot in hell for all i care
 
11 year delay? From 2025 to 2036? Or from 2032 to 2043? I hate to break it to you, but the earliest the Lakeshore lines are supposed to be electrified through USRC is 2038...

From grade crossings to fleet size, maybe most of it was unrealistic.

At least at the bottom and what we also heard, Lindsay is bringing staff in-house. We shall see what this changes in the org

Unrealistic because they would rather do the bare minimum from the status quo. How can we call our transit "world class" when it cant even stack up to developing countries?
