Comments: For Arcadis, this isn't bad looking at all. But the unit sizes are too small, they need to come back with something more realistic
Given the Inclusionary Zoning (IZ) models in effect... "Best Case" would be approx. ~30 apartments as "Affordable Rental" for 25-years.

There might be opportunity to layer-on additional City or Federal incentives to improve beyond the Provincial policy -

There are many people who live downtown and need to buy gas - at some point the City will need to ensure there are at least a few gas stations. (And, no. I do not own a car.)
Honestly? World's smallest violin for people who live downtown and own a vehicle. If they're driving out to the 'burbs, which I assume they're doing as there's ample transit throughout the core, there will be plenty of gas stations for them to choose from at their destination.

And it's not like we're moving into an EV economy (as much as some people have wishful thinking about, and are fully expecting to happen).

Whether we like it or not, gasoline is going to be around for quite a while longer. I cant believe these words are coming out of my mouth; but the city needs to ensure that there is a sufficient number of gas stations in the downtown core, and that they arent all eradicated.
 
This project will likely be sold off...Suncor isn't in the development business. This is likely considered a surplus site and if they can do a lot of the legwork to get a development moving, they can turn a bigger profit the further down the development process it goes.
