Appalling screw-up by the City and the item going to Council focuses on reporting not on investigating why millions of dollars have been wasted. Multiple departments should be investigated. particularly real estate and social services

It took 5 years to build the Yonge subway between Union and Eglinton (1949-1954) and a second exit to an existing subway stop takes about the same length of time? What is wrong with this picture?
