Manually welding thin sheet stainless is not as easy as other materials with clean up for a product of this calibre time consuming. Not sure about state of the art of automation these days, but I would say rivets would be a cost cutting measure. As for the rivets, as long as they are the same...

How shiny the stainless steel remains depends on the grade and what it is exposed to. There are grades that will retain pristine surface composition for many decades. Depends on the content of chrome, nickel, molybdenum, etc.
