Directly under that stretch of René-Lévesque blvd there's a mall, two levels of underground parking (one for the Place Ville Marie towers, one for the Queen Elizabeth Hotel) and, most importantly there's Central Station's tracks and platforms sitting at the same depth as the planned REM station.

No, they didn't change their mind. The QC govt just said that the City and the STM must find a way to respect the budget. Nothing in their statement to CTV says that dropping a station is now off the table.

It's pretty clear that they picked those locations along René-Lévesque because there are unbuilt lots on which it will be easy for them to build station entrance buildings.
