If they are starting in Quebec, why not use the opportunity to upgrade the Exo Commuter Rail in Montreal.

I don't disagree with any of this, but it seems that MX was trying to minimize the disruption of the commuters coming by car. I disagree with it, but I see why they chose that option. They need to start building this for real, though.
