So, @Paclo is making changes to the crane count thread now as well. Just tarring and feathering him presently, will get the crane count corrected just after that!

Strange but the new tower crane assembled and attached to building's exterior has no climbing cage? For the moment it would suggest that this tower crane or its position will change again at some point?

The climbing section will be installed before the first climb, as it can be installed without dismantling the crane.

I never saw a climbing cage installed without some dismantling given the cage usually fits over the stem portion of the tower crane?
 
That is one way they can be installed. They can also be assembled onto the Crane tower afterwards by the crane they have a section that comes off that allows them to slip over
