A total of 469 seats in the U.S. Congress (34 Senate seats and all 435 House seats) are up for election on November 8, 2016. Not just for President. And there are other elections in the U.S. as well.

Obama had a lot of trouble with the Republican members in Congress, during his term. Whoever wins (looks like Clinton, at the moment), would need the Congress to be on her (or his) side.
