You should try talking to management about it first and see if you can get it resolved. If they changed the flooring, it would create noise if they don't replace the flooring with sufficient noise reduction material. The management is pretty nice, friendly and helpful.

As for the elevators, I don't know what to say since I don't hear it. Did you ask management if others have complained about the elevator noise problem? I don't know if it's because you're on the top floors.

If you do find the sounds intolerable, you could check around to buy another building and sell this one. I think some of the assignments prices at city place seem alright? You might not get a high floor, but I think being near the middle or higher so isn't so bad. Someone mentioned there's some assignments for around $440 psf with parking and locker. Again, you may or may not have neighbour issues.
