In this video, the architect starts talking about the building at around 9 minutes and 15 seconds. It doesn't sound like the developer was ever interested in an innovative design, and the original design was just a bait and switch.

This site needs better architecture for placemaking. There aren't many places in the region like this location in the East Bayfront. It's in downtown Toronto and near the water's edge. The proposed design deserves its derision. To waste prime locations on such banal buildings is to build an inferior city.
