When columns are formed, the rebar is placed in a way that it sticks out well above the top of the column. This allows the rebar from the lower column to be tied into the rebar for the column on the following floor, which itself will stick out the top as well. In this way, the strength of the column is transferred from floor to floor, avoiding weak spots.
