This building is quite sterile and inelegant, like a lot of government housing from decades past. It's a C+ at best.

The slate facade looks completely out of place. Perhaps they thought the building's otherwise sterile banality might provide a sort of canvas for a strong statement. However, a strong statement is not necessarily a good statement.

Overall, it's still scaled pretty well and does enough to warrant a kind word. Unfortunately that's still all it takes in Toronto.

23 August 2013: Either I was in a good mood or the sunshine was hiding its flaws--I felt the building, esp the lower brick part looked decent this afternoon. Very utilitarian modernism, of the sort you tend to see around parts of Brooklyn. I almost expect to see those garage door security gates they roll down over retail fronts in NYC.
