I wonder what the naughty condo board was doing here? Something outside that was caught by a Buildings Dept inspector passing by, or was the City alerted to some work internal to the building that a disgruntled resident reported? Intriguing…

Yeah...the building looked almost completed according to Mr. Skira's shots of it going on of two years now. So what could they be doing to get that....maybe some variance retail side is more than The City liked?
