This building which was originally a triplex is now being remodeled to get a 3rd floor addition and becoming a five-plex:

997 DUFFERIN ST
Ward 9: Davenport

To alter the existing three-storey detached dwelling, containing three dwelling units (as per Building Permit No. 21 119752 BLD 00 SR) by adding two additional secondary suites, for a total of five dwelling units. This detached dwelling is currently under construction.

Taken 13 December. Laneway house almost finished. I have a little question: the official count for this project is 5 units but there are six water meters in front. Now the unit count may not capture the laneway suite. But can the number of meters be relied upon to indicate the number of units? Thanks!

Sometimes there is an extra "common elements" meter. Back when in-unit laundry was less common, this extra meter was often for a shared laundry room. Could also be for outdoor water, whether an irrigation system or hose.

Long and short of it is that the number of water meters typically either equals the number of units, or it equals the number of units +1 common element / landlord meter.
