I think you're right.

But this place will die without it. How can they compete with the giant proposal north in Markham. It just won't work. This place always seems pretty empty to me compared to Pacific Mall (although I haven't been there in about 1 year).
 
It would appear this proposal has no approval status at all ... the highrise tower is shown in the location of the current GO commuter parking lot, I gather the empty space to the left of the tower would be the existing Milliken GO Station

Thats what i thought...its my local GO station so im fairly familiar with the layout of the station...they really shouldnt be allowed to put out renders that are so obviously incorrect...although i suppose the area of the condo towers could be the existing area behind the parking lot (i think its come kind of construction yard)

From the Planning Rationale:

Tower B is located in the southwest corner of the subject site fronting onto a new proposed road that would extend easterly from Redlea Avenue. The tower has an overall height of 26 storeys (82.65 metres to top of roof) including a 5-storey podium building. Floors 2 through 5 contain indoor amenity space and residential units.

Tower C occupies the eastern half of the subject site and is comprised of a 3-storey podium building, 9-storey L-shaped residential mid-rise component and an 28-storey tower. The tower has an overall height of 92.9 metres to the top of the main roof and 98.9 metres to the top of the mechanical penthouse.

The ground floor retail will provide for pedestrian connections into the ground floor of the adjoining Splendid China Mall. The second floor of the podium contains 3,841 square metres (41,345 square feet) of retail connected to the second floor of Splendid China. The southerly portion of the second floor contains 2 level of above grade parking (through the use of a mezzanine level). The third floor contains 3,257 square metres (35,060 square feet) of office space fronting onto Steeles Avenue East. The southerly portion of the third floor contains an additional 2 levels of above grade parking.

Above the podium building are 6 levels of residential units and associated amenity space arranged in an L-shaped building that extends along the Steeles Avenue East frontage of the subject site and returns south to frame the midblock pedestrian connection.

Tower A is located in the northwest corner of the subject site fronting onto Steeles Avenue East. The tower has an overall height of 17 storeys (55.8 metres to top of roof) including a 5-storey podium building. The ground floor of Tower A contains 741 square metres of retail space fronting Steeles Avenue East and along the midblock connection. Floors 2 through 5 contain indoor amenity space and residential units.
