Item 7.2 on the TRCA agenda for April 22 is approval
of preliminary work towards an environmental assessment on access and habitat improvements linking the waterfront between Scarborough Bluffs park and the RC Harris Water Treatment plant on Queen St. East.

An EA is already underway for a similar project between the Bluffs and East Point Park in Scarborough.
Its far too early to suggest whether a complete trail link will be possible (or desirable) but this is the potential for an uninterrupted waterfront trail from downtown (and points west) to beyond Rouge Park in the east.
First I've heard of this segment being studied.
