Just enforce the existing legislation and by-laws concerning interfering in the road space as covered by the Highway Traffic Act and those concerning begging under the Safe Streets Act, and this problem would be gone.

Unlikely to work if they keep on getting a free meal and then released. A far more effective way (if we really want to deal with it) is to punish anybody who gives money to them. Impound their car on the spot and soon you will have no road beggars or squeegee kids in the city.

Then again, I never had a problem with them. They usually only work on intersections during red lights. Leave them be, at least they are working.
