Actually, in Ottawa some buildings are in such questionable state (due to government cost-cutting) that they sell for a song. New owners have no problem making the investment to spruce up the property for new customers, or a long term lease for space from the federal government.

Some class A building owners actually refuse to lease space to the feds. Government offices apparently take a toll on the building.

Someone told me once that the Feds pretty much rip out any nice furnishings when taking over a building and put in crappy carpet etc., presumably in case some Reformer from the Canadian Taxpayers Federation was sniffing around.
