Infrastructure Ontario recently released an RFP for planning, design and compliance services for the Pan Am Athlete's Village. The buildings constructed must serve dual purposes of being home to the approximately 8,500 athletes & coaches participating in the 2015 Pan Am Games and then serving as 2,100 homes for renters, students and new home buyers following the games. The Athlete's Village will total approximately 2 million square feet with all facilities planned for LEED Gold.

Infrastructure Ontario has broken the first stage project down to three parts: master plan and functional program; project planning & design; RFQ & RFP services. The design and construction RFP is scheduled to start in 2011.

Some specific projects will include a 50,000 sqf welcome centre, 12,000 sqf media centre & 140,000 sqf 'transport mall' (these are planned as temporary structures). An accommodations building is planned at 1.4 million square feet. A 35,000 sqf recreation activity centre and 105,000 sqf recreation sports complex is planned. A 30,000 sqf village plaza is also planned.

Waterfront Toronto will be working in partnership with Infrastructure Ontario during the procurement and evaluation of the planning proposals.

Infrastructure Ontario, Waterfront Toronto also launch request for qualifications
The ball is now rolling on the construction of the Athletes' Village for the 2015 Pan/Parapan American Games in the city's West Don Lands.

On Oct. 14, international design firm HOK and its partners Montgomery Sisam, du Toit Architects (DTAH), Quadrangle Architects and Populous in collaboration was chosen to lead the planning, design and compliance (PDC) team for the complex project.

The PDC team is been charged with developing the project's output specifications and preliminary design documents, which will form the guidelines and performance requirements the developers of the Athletes' Village must comply with when preparing the overall design.

The design for the Athletes' Village will be based on Waterfront Toronto's overall vision for a green, modern and vibrant new community as outlined in the West Don Lands Precinct Plan.

"The Athletes' Village will change the face of Toronto's waterfront forever. For Torontonians, the legacy of a new mixed-income, mixed-tenure neighbourhood will live long after the games," said Mark Guslits, project team leader and HOK's senior project director of commercial/residential architecture, in a release.

Eight thousand athletes and officials are expected to attend the Pan American Games from July 10 to 26, 2015, while 2,200 athletes and officials are set to participate in the Parapan American Games from Aug. 7 to 14, 2015.

All of these people will need housing for the duration of their stay.

Once the games are done, the Athletes' Village will become a mainly residential neighbourhood that includes affordable housing options.

This announcement - made by Infrastructure Ontario in partnership with Waterfront Toronto - is an important step for both the Athletes' Village as well as the West Don Lands community as a whole as it will ensure the development process for the waterfront site runs smoothly and at a good pace.

Team member Marc Klein, a senior event manager with Populous, will serve as the village program manager. Experienced in the design and planning of athletes' villages having worked on 14 different sites of this kind around the globe - including the 2012 London Olympics and the 2014 Olympic Games in Sochi, Russia. Klein will guide the team in optimizing the buildings' use during the Games and minimizing the need for temporary facilities.

All of the "legacy" buildings - those that will continue on as part of the future West Don Lands community - will be designed to LEED (Leadership in Energy and Environmental Design) New Construction - Gold.

DTAH principal Joe Lobko said in a communiqué that team members have worked on such notable projects as the Artscape Wychwood Barns, Evergreen Brick Works, the Regent Park revitalization, Lakeshore Village and the revitalization of the Centre for Addiction and Mental Health.

Infrastructure Ontario's Alternative Financing and Procurement model will fund the Athletes' Village. The private sector will take care of any risks associated with designing, constructing and financing the project.

HOK and its partners will work on the project through to its conversion into housing.



In related news, Infrastructure Ontario (the project manager for the Athletes' Village and all large and small sports venues during the 2015 games) in partnership with Waterfront Toronto issued a Request for Qualifications (RFQ) on Tuesday, Oct. 26 to pre-qualify and short-list teams to design, build and finance the project.

Available for viewing at www.merx.com, the RFQ is the first step towards selecting the team that will deliver the Athletes' village in the West Don Lands. Project teams with design, development and construction experience as well as those with financial experience and the capacity to deliver a project of this size and complexity are sought.

Those short-listed will be invited to respond to a request for proposals early next year.



Site preparation and remediation work is now taking place throughout the emerging West Don Lands community.

Design, construction and planning approvals are also well underway to ensure the Athletes' village is completed by the 2015 games.

The Ontario Realty Corporation (ORC) is now in the midst of constructing a flood protection platform, building sub-surface infrastructure and roads and preparing the land for future development. Once work crews are done realigning Bayview Avenue, the ORC will proceed with the demolition of the existing connecting road at the King/Queen triangle and extend the floor protection landform through that area.

The ground was recently broken on the 18-acre Don River Park, which is located next to the Athletes' Village atop the flood protection berm.

Various zoning bylaw and Official Plan amendments needed to move forward with the project are also currently in the works.

actually it was west 8,. du toit were the architects of record- meaning they signed off on the drawings ( a very common practice, where an international firm partners with a local firm to meet local codes and license requirements)

Students? I wonder if any residences for George Brown students will be considered since their campus is on King Street and a new campus is being builted on Queen's Quay.
 
I hope they keep the somewhat colourful design was shown in the concept for the Athlete's Village. But the design in the precinct was really attractive as well.

TORONTO, Jan. 28 /CNW/ - Infrastructure Ontario, in partnership with Waterfront Toronto, released a request for proposals (RFP) today inviting three short-listed teams to submit proposals to design, build and finance the development of the section of the West Don Lands that will be home to the Toronto 2015 Pan/Parapan American Games Athletes' Village.

The Athletes' Village will provide accommodations for athletes and officials during the Games. Project highlights include design and construction of:

a new mixed-use neighbourhood, including market and affordable housing;
an environmentally sustainable community that aims to achieve Leadership in Energy and Environmental Design (LEED®) Gold certification for the design and construction of the new facilities. LEED® standards focus on healthy indoor environments, reduced greenhouse gas emissions and efficient use of energy, water and other resources; and
new roads and services, such as hydro, sewer and water infrastructure.
Based on a competitive request for qualifications process that began in October 2010, and following rigorous evaluations, five teams met the qualifications criteria for the project and the three highest scoring teams have been invited to submit proposals for the project. Once submissions to the RFP are received and evaluated, the successful team is expected be selected and announced in summer 2011. A copy of the RFP will be available on Infrastructure Ontario's website at www.infrastructureontario.ca.

The project is proceeding under Infrastructure Ontario's Alternative Financing and Procurement model whereby risks associated with designing, constructing, and financing the facilities are transferred to the private sector.

Infrastructure Ontario, Waterfront Toronto and Ontario Realty Corporation are working with TO2015 to develop the section of West Don Lands that will be home to the Athletes' Village.

Infrastructure Ontario and TO2015 are working with municipalities in the GTA and Golden Horseshoe, universities and provincial agencies to procure and deliver the Athletes' Village and Games venues, such as the Aquatics Centre facility.

Infrastructure Ontario is a Crown corporation dedicated to delivering some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget. As well, it is dedicated to providing the public sector and not-for-profit organizations with long-term financing to renew their infrastructure.

West Don Lands Revitalization
The West Don Lands is one of the first new communities currently being developed by Waterfront Toronto as part of Toronto's waterfront revitalization.

The 32 hectare (80 acre) area of former industrial lands is being transformed into a sustainable, mixed-use, pedestrian-friendly, riverside community. It will feature approximately 6,000 new residential units, ample space for employment and commercial uses, public transit within a five minute walk of homes and businesses, and two child-care centres.

Building an Athletes' Village in the West Don Lands
Infrastructure Ontario, Waterfront Toronto and the Ontario Realty Corporation are working with TO2015 to develop the section of West Don Lands that will be home to the Toronto 2015 Pan/Parapan American Games Athletes' Village.

Locating the Athletes' Village in the West Don Lands will be a unique legacy of the Games and significantly increases the pace of transformation. The Athletes' Village will be built based on Waterfront Toronto's vision for a green, modern and vibrant new community as outlined in the West Don Lands Precinct Plan. Waterfront Toronto originally planned to complete the West Don Lands community over 10 to 12 years in three phases; now more than half of the West Don Lands will be complete in time for the Games.

Achieving Sustainability and Design Excellence
The buildings within the Athletes' Village will achieve LEED® Gold certification and the Village development will be efficient in its use of resources. It will also take advantage of new approaches and technologies to deliver a positive impact on the surrounding air, land and water. LEED® buildings focus on healthy indoor environments, reduced greenhouse gas emissions and the efficient use of energy, water and other resources.

Waterfront Toronto formed a design review panel, the first in Toronto, to help ensure that waterfront revitalization projects set new standards for design excellence. The mission of the panel is to provide objective, professional advice to designers, developers and governments to ensure that high-quality design is a critical consideration for all of the development on Toronto's waterfront. The panel will be engaged in the development of the Athletes' Village project.

Preparing for the Redevelopment Project
Remediation and site preparation work is well underway in the West Don Lands, both in the area that will be home to the Athletes' Village and the surrounding area. Design, construction and planning approvals are also well underway, which will allow the Village to be completed in time for the Games.

Ontario Realty Corporation is constructing a flood protection landform, building sub-surface infrastructure and roads, and preparing the land for future development. The flood protection landform is 90 per cent complete. Construction of the Bayview Avenue re-alignment has begun and the River Street extension is underway. Once Bayview Avenue is completed, Ontario Realty Corporation will demolish the existing connecting road at the King/Queen triangle and extend the flood protection landform through that area.

Additional development projects by Waterfront Toronto are also underway, including River City, which is the first private sector development project in the West Don Lands, and Toronto Community Housing's affordable housing development. Moreover, Underpass Park and Don River Park are under construction and scheduled to open well in advance of the Games. Don River Park, located adjacent to the Village, will become a cornerstone of the West Don Lands community. During the Games, athletes, officials and visitors will be able to enjoy the 7.3-hectare (18 acre) park, which is being built atop the area's flood protection landform.

Zoning Bylaw Amendment and the Plan of Subdivision
The Planning and Approval process for the West Don Lands is well underway to ensure the required approvals and zoning amendments are in place for the Toronto 2015 Pan/Parapan American Games Athletes' Village project. Waterfront Toronto received approval for:

The Rezoning and Official Plan Amendment for the West Don Lands, Phase 2 from Toronto City Council, at its meeting August 25, 2010.
The Draft Plan of Subdivision approval was secured in December 2010.
The Subdivision Registration and execution is anticipated by spring 2011.
 
The Pan Am village will pretty much cover the bulk of the West Don Lands development, correct? On the various maps it looks like all that's left out is River City and TCHC (primarily to the north of Richmond), and some bits to the west.
 
Great to see they got what look like three good short-listed teams - the infrastructure work seems to be moving along pretty well so I think the land will be ready for actual construction to start in the fall - and I suspect the winning team will not be selected before mid summer.
 
You see three good teams? Just seeing Conservatory teamed up with Pemberton gives me chills.
