A third tower and a larger redevelopment footprint are proposed at 1774 Ellesmere Road, where Mark’s Choice Limited has revised its plans in Woburn North, just east of Scarborough Centre. Designed by Giannone Petricone Associates, the resubmission to the City of Toronto replaces the previous 34- and 42-storey towers with three towers rising from 26 to 49 storeys, extending onto the property’s northern portion. Located within walking distance of the future Scarborough Centre station on Danforth Line 2, the proposal is now before the Ontario Land Tribunal (OLT) following the City’s non-decision on the Official Plan and Zoning By-law Amendment applications.
The property sits mid-block on Ellesmere Road's north side, between Grangeway Avenue and Bellamy Road North. Occupied by Sheridan Nurseries, the site is bordered by Canbe Foods to the west, a place of worship to the east, and the former TTC McCowan Yard to the north, with low-rise housing south of Ellesmere Road, and high-rise housing in Scarborough Centre to the north and west.
Bousfields submitted the latest revisions to the Official Plan and Zoning By-law Amendment applications to the City in July, 2026. First filed in December, 2024, the applications underwent resubmissions in April and July, 2025. In January, 2025, provincial approval of Official Plan Amendment 653 redesignated the southern portion of the property from General Employment Areas to Mixed Use Areas. The latest submission seeks the same redesignation for the northern portion to accommodate the third tower, following City and agency comments issued in October, 2025. Both applications were subsequently appealed to the OLT this month for non-decision.
The revised layout replaces the previous southern pair of 34- and 42-storey towers, measuring 118.8m and 143.4m, with three towers stepping northward from 26 storeys (95.4m) at Ellesmere Road to 46 storeys (156.6m) and 49 storeys (164.7m). The two southern towers would share an eight-storey podium, compared with the previous five-storey podium.
A new public street along the property’s eastern edge would terminate at a temporary cul-de-sac, replacing the earlier concept of a street on the neighbouring property to the west. Approximately 760m² floor-plates would maintain 25m separation distances between all three towers.
The residential count increases by 480, from 880 to 1,360 condominium units. The revised mix comprises 888 one-bedroom, 336 two-bedroom, and 136 three-bedroom units, compared with 500, 226, and 89 respectively in the previous submission, which included 65 studios that have since been removed. Twelve elevators would serve the development, comprising three in the 26-storey tower, four in the 46-storey tower, and five in the 49-storey tower. This brings the average to approximately one elevator per 113 homes, compared with seven elevators serving approximately 126 homes each previously, but still requiring high speed motors to minimze wait times.
Total Gross Floor Area rises from 55,252m² to 88,911m², including 87,892m² of residential space, up from 54,859m². Ground-floor retail increases from 394m² to 545m², joined by approximately 480m² of second-floor space intended for United Way. The Floor Space Index falls from 13.06 to 11.41 times coverage of the parcel, now having grown to 7,792m². The proposed United Way space gives a defined location to the community partnership explored in the original submission, placing it above the Ellesmere Road retail frontage. Indoor amenity space would total 2,184m², down from 2,515m², with outdoor amenities decreasing from 1,005m² to 957m².
Plans for three underground garage levels persist, but total vehicle parking decreases by 36 spaces, from 263 to 227. Resident parking falls from 253 to 211 spaces, with visitor parking increasing from 10 to 16. Bicycle parking increases by 474 spaces, from 661 to 1,135, with 1,039 long-term and 96 short-term spaces replacing the previous allocation of 599 and 62.
Three TTC bus routes serve within 60m of the site, with Scarborough Centre and its bus terminal approximately 1.2km away. The Bloor-Danforth Line 2 Scarborough Subway Extension will bring the line closer through the future Scarborough Centre station, approximately 400m from the property. The proposed Durham-Scarborough Bus Rapid Transit corridor along Ellesmere Road would provide another connection, with a stop planned approximately 50m west at Parkington Crescent. Nearby cycling infrastructure includes the Brimorton Drive bicycle lanes, approximately 875m away, and the Meadoway multi-use trail, approximately 1.3km from the site.
The proposal is among a concentration of development activity around Scarborough Centre. To the north, 675 Progress Avenue is proposed with seven buildings reaching up to 49 storeys. Westward, plans call for 15 storeys at 1744 Ellesmere and five towers ranging from 29 to 55 storeys at 1710 Ellesmere. Nearby, 1215 McCowan Road proposes three towers of 25 to 55 storeys, with another three from 44 to 59 storeys at 40 Bushby Drive. Farther west, proposals include towers of 27 and 42 storeys at 158 Borough Drive and six buildings ranging from 10 to 55 storeys at 100 Borough Drive; the Scarborough Town Centre redevelopment envisions 32 buildings reaching up to 65 storeys.
