A revised Site Plan Approval submission was filed for Metropia's The Hill Condos in late 2025, advancing a 50-storey residential tower proposed on Yonge Street in Toronto’s Deer Park area. Now redesigned by B+H Architects, the plan retains the previously approved count of 50 storeys but adds to the overall height. The resubmission removes all commercial and retail space in favour of a fully residential program, close to St Clair station.
Addressed to 1406 through 1428 Yonge Street just north of Balmoral Avenue, the narrow site is currently occupied by a row of low-rise commercial buildings, including late Art Nouveau and Art Deco facades recognized on the City’s Heritage Register, which form a continuous streetscape along Yonge. The property directly abuts St Michael’s Cemetery to the west, accessed via an easement running through the site.
Planning has unfolded over several years. An initial application submitted in July, 2021 called for a 39-storey mixed-use tower designed by Arcadis, rising 131.25m with 406 units and 158m² of at-grade retail. In 2022, this was expanded to 50 storeys (154.9m) and 542 units. More recently, a Minor Variance application filed in August, 2024 increased the height to 162.2m with 588 units, and was approved by the Committee of Adjustment in October, 2024.
The current proposal envisions a 50-storey residential tower rising 168.7m set atop a podium that incorporates the retained heritage facades and frames a clear access route to St Michael’s Cemetery at the rear. This resubmission pares the unit total back to 509, comprising 501 condominium units and 8 rental replacement units. Four elevators would equate to about one cab per 127 units, indicating high-speed motors would be required for adequate response times when all elevators are operational. A fifth elevator would be reserved for bike storage facilities.
Amenities would include 509m² of indoor facilities and 395m² of outdoor area, located at grade and on the third floor, including a third-floor terrace above the retained heritage structure along Yonge Street. Below grade, the building would include two underground levels, though no vehicular parking is provided. Bicycle parking entails 281 spaces, comprising 230 long-term and 51 short-term spaces, a notable reduction from the 592 total bicycle spaces approved through the 2024 Minor Variance process.
Total residential Gross Floor Area would be 30,044m², increased from 28,445m² in 2021 and 24,569m² in 2022, yielding a Floor Space Index of 30.33 times coverage of a 991m² site, up from 29 times coverage in 2021. All commercial and retail space previously proposed at grade has been removed.
Heritage conservation remains a defining feature of the proposal. Overseen by GBCA Architects, this includes the full retention of the heritage facades, including original openings and decorative detailing. These elements would continue to front the street, while a multi-storey opening above the access easement would preserve views westward toward St Michael’s Cemetery.
The site is steps from the south entrance to St Clair station on Yonge Line 1. Surface transit includes the streetcar operating along St Clair Avenue plus local bus routes. Cycling infrastructure along Yonge Street, including dedicated bike lanes through the area, further supports the project’s car-free approach.
South of the site, proposals include 1366 Yonge (49 storeys) and Yonge & Rosehill (52 storeys). East of Yonge Street, further proposals include 11 Pleasant Boulevard at 19 storeys and 51-storey The Notable, while to the southeast, 49 Jackes is proposed at 19 storeys alongside the 31-storey Rosehill Tower, which is under construction. To the north, proposed projects include The Clair at 34 storeys, 45 St Clair West at 51 storeys, and the recently rejected 1 St Clair West at 49 storeys. Further north, St Clair Place is proposed as three towers from 25 to 47 storeys, while the 44-storey One Delisle is currently rising.
