A revised redevelopment proposal for a commercial plaza on the north side of Finch Avenue East just east of Victoria Park Avenue has been submitted to the City of Toronto. Located in Scarborough's  L’Amoreaux neighbourhood,  the updated application for The Garden Series on Finch from 95 Developments proposes a trio of residential towers rising 14, 26, and 28 storeys, increasing the heights of the two smaller buildings from the earlier concept. The project has also shifted design leadership from TAES Architect Inc. to Gold Land Architects.

The rectangular site at 2930 through 2948 Finch Avenue East is currently developed with a low-rise commercial plaza comprising one- and two-storey buildings. The surrounding context is predominantly residential, including low-rise buildings and townhouse forms, while higher-density redevelopment has begun to emerge along the Finch corridor.

Planning approvals for the site were first advanced in early 2024, when applications for a Zoning By-law Amendment and Draft Plan of Subdivision were submitted. Since that time, the planning framework governing the site has evolved, with Finch Avenue East now formally identified as an Avenue. In response to both City comments and the updated policy context, Weston Consulting has resubmitted a Zoning By-law Amendment application to the City of Toronto on behalf of the developer.

The revised proposal comprises three residential towers rising 14, 26, and 28 storeys, with heights ranging from 54m to 96.4m. The tallest 28-storey element remains consistent with the earlier submission, while the former 16-storey tower has been increased to 26 storeys, and the 10-storey mid-rise has grown to 14 storeys. The towers would be arranged to step down toward the rear of the site.

Across the project, the resubmission proposes 959 condominium units, up from the 748 units previously contemplated. Total Gross Floor Area has risen to 79,211m², up from 63,123m², resulting in a Floor Space Index of 7.07 times coverage of the 13,552m² property. Residential uses would account for 77,278m², while 1,802m² is allocated to retail space at grade, a major drop from the earlier plan’s 4,594m² commercial component.

A new public street is planned along the east side of the property, envisioned to ultimately connect northward to Dunsay Place. In the interim condition, a public park of approximately 1,083m² would be dedicated at the site’s northeast corner, increasing slightly to 1,142m² in area in the ultimate configuration. Indoor amenity space would total 1,878m², complemented by 2,021m² of outdoor amenity area, both representing an increase from the previous proposal, which provided 1,496m² each.

Below grade, the development would be served by two levels of underground parking, accommodating a total of 552 vehicular spaces, comprising 456 resident and 96 visitor spaces. This represents a reduction from the 594 spaces proposed in the earlier scheme. Bicycle parking has been expanded to 721 spaces, including 653 long-term and 68 short-term spaces, up from 573 previously. 

Vertical circulation would be handled by eight elevators, translating to roughly one elevator per 120 units across the project, indicating high-speed motors would be required for adequate service.

The site is well served by TTC bus service operating along both Finch Avenue East and Victoria Park Avenue, providing connections to multiple subway stations. Drivers also have nearby access to Highways 401, 404, and 407.

Development activity is beginning to cluster along the Finch Avenue East corridor. To the east, nearby proposals include The Bridleton at 14 storeys, a 25-storey mixed-use building planned for 2575 Pharmacy Avenue, and the 29-storey 20 Stonehill Court.
