A proposal for a 43-storey tower has been submitted to the City of Toronto. Designed by BDP Quadrangle for Elysium Investments, the purpose-built rental project at 41 Talara Drive in the Bayview Village area of North York would rise just north of Highway 401 and south of Sheppard Avenue East, and be within the Major Transit Station Area of Bessarion station.
The assembly comprises four properties at 41, 43, 45, and 47 Talara Drive, located on its south side, west of Bessarion Road. Together, the parcels form a mid-block site currently occupied by semi-detached dwellings containing two residential units per property. Immediately east of the site is Talara Park, while lands to the north and west are characterized by one- to three-storey low-rise housing, with Sheppard Avenue East featuring a mix of commercial, institutional, and higher-density residential uses.
Over time, the surrounding Bayview Village area has become a focal point for redevelopment activity, particularly around Bayview and Bessarion subway stations. For this assembly, Weston Consulting has submitted Official Plan, Zoning By-law Amendment, and Rental Housing Demolition & Conversion (RHDC) applications to the City of Toronto on behalf of the developer.
The proposal envisions a 43-storey tower (147.25m) with a five-storey podium and a slender floor-plate of approximately 720m². A total of 369 purpose-built rental units are proposed, comprising 36 studios, 132 one-bedroom units, 162 two-bedroom units, and 39 three-bedroom units. A Gross Floor Area of 30,285m² would be entirely residential, for a Floor Space Index of 14.75 times coverage of the 2,053m² site.
Plans entail 863m² of indoor and 613m² of outdoor amenities, located at grade, on the sixth floor above the podium, and at the top of the tower, with each indoor area directly connected to adjacent outdoor spaces. Three elevators would serve the 369-unit building, resulting in an elevator ratio of one cab per 123 units, requiring high speed motors to serve the building adequately. Wait times could be prolonged, however, if one elevator is down.
Vehicular parking would be accommodated within two underground levels, providing a total of 37 spaces, including 32 resident spaces and five visitor spaces. Bicycle parking would total 150 spaces, comprising 126 long-term spaces, 14 short-term spaces for residents and visitors, and an additional 10 publicly accessible short-term bicycle spaces.
The site is approximately 450m from Bessarion station, placing it within a six-minute walk of Sheppard Line 4. Bayview station is located roughly one kilometre to the northwest, while to the east, Oriole GO station on the Richmond Hill Line is over one kilometre away. The Sheppard Central 185 bus operates along Sheppard Avenue East. Looking ahead, Metrolinx is studying Sheppard Line 4 extensions east and west along the corridor.
For cyclists, nearby cycling routes and multi-use trails include connections along Sheppard Avenue East and the East Don River system.
Development activity covers several other sites in the vicinity. To the west, proposals include 23 Greenbriar at 25 storeys, The North Yorker at 31 storeys, and a 36-storey tower planned at 71 Talara Drive. To the north, 2 and 635 Sheppard East have been proposed at 22 and 30 storeys, while Burbank Heights would introduce towers of 28 and 32 storeys. Northeast, the Concord Park Place community continues to build out, with King’s Landing under construction across three towers ranging from 19 to 31 storeys, alongside proposals for Block 9 at 39 and 44 storeys and Block 7 at 46 and 49 storeys.
