An updated plan outlines eight mixed-use towers from 39 to 49 storeys for the Sheraton Parkway Toronto North lands along Highway 7 west of Highway 404 in Richmond Hill. Designed by HCA Architecture for Marriott International and Captain Realty Inc., the application refines earlier concepts by removing the previously contemplated hotel tower and expansion, while retaining the Sheraton, its conference centre, and the retail complex in place. The site is located within two Major Transit Station Areas (MTSA).
The 8.63-hectare property spans three parcels: 600 and 650 Highway 7 East, as well as 9005–9017 Leslie Street, occupying the northeast corner of Highway 7 and Leslie Street. The lands are home to Sheraton Parkway Toronto North Hotel & Suites, the Best Western Parkway Hotel Toronto North, the Shoppes of the Parkway retail mall, a conference centre, and a mix of commercial buildings featuring both at-grade and underground parking. The surrounding Beaver Creek neighbourhood is defined by large-format retail and commercial uses, alongside residential buildings to the north.
In 2023, an Official Plan Amendment sought to redesignate the lands from Employment Corridor and Employment Area to Key Development Area, paired with a nine-tower concept ranging from 35 to 42 storeys. A resubmission in 2024 kept nine towers but raised heights to 29–49 storeys and proposed 3,571 residential units, including a new hotel component. With the City’s Comprehensive Zoning By-law coming into force in 2025, the latest plans consolidate the vision into eight taller towers, removing the new hotel and conference expansions. A new Zoning By-law Amendment has now been submitted to the City of Richmond Hill.
The new plan organizes eight towers along the edges of the property, rising 39 to 49 storeys (and reaching up to 156.95m), each connected by six-storey podiums that frame a 0.4-hectare strata park. This layout replaces the earlier nine-tower arrangement from both the 2023 and 2024 submissions, with proposed heights of 35–42 storeys and 29–49 storeys, respectively, rising up to 150m.
Residential units — originally proposed at 3,460 in 2023 before jumping to 2024's number of 3,571 — now rise to 3,773. The total Gross Floor Area increases to 293,443m², comprising 288,505m² of residential space and 4,938m² of retail, translating to a Floor Space Index of 6.48 times coverage of the assembly, increased from 5.5 times.
The proposal retains the Sheraton Parkway Toronto North Hotel & Suites, its attached conference centre, the fitness facilities, and the Shoppes of the Parkway retail mall, while the Best Western hotel and select commercial buildings are slated for demolition as phased construction progresses. The redevelopment is structured across four phases.
Three podium rooftops would provide shared indoor and outdoor amenities. Across the eight towers, 24 elevators are planned (three per tower), amounting to roughly one elevator for every 157 units, indicating very high-speed motors would be required for acceptable service levels. Parking would extend six levels below grade, accommodating 4,493 vehicular spaces, an increase from the 4,291 spaces proposed in 2024.
The site’s location within the East Beaver Creek and Leslie–Highway 7 MTSAs places it inside two identified higher-density, transit-supportive catchments. Highway 7 and Leslie Street form two of York Region’s key rapid transit corridors, giving the site access to a wide set of YRT services, including the VIVA Purple rapid bus. Dedicated cycling lanes on both Highway 7 and Leslie connect the site to the broader regional cycling network.
While no other major proposals sit directly at the Highway 7 and Leslie Street intersection, several high-rise plans continue to emerge elsewhere along the corridor. To the east, 8435 Woodbine Avenue includes two 35-storey towers, and 3085 Highway 7 calls for a four-tower cluster ranging from 30 to 36 storeys. To the west, the South Park Road Blocks 46 and 49 proposal entails six towers rising between 34 and 50 storeys.
