A block west of Old Mill station on Bloor Street, Fairway Developments is seeking approvals from the City of Toronto for a 39-storey tower. Rising well above anything planned or built nearby in Etobicoke’s Kingsway neighbourhood, the project falls within the Old Mill Protected Major Transit Station Area.

The site addressed to 69 Old Mill Terrace occupies the southwest corner of that street with Bloor Street West, and is currently home to the three-storey Elizabeth Manor rental building. The surrounding area reflects a varied built form, with low-rise houses to the south, mid-rise and taller apartment buildings distributed along the Bloor corridor, and a mix of residential and commercial uses extending east and west through the Sunnylea and Kingsway/Old Mill neighbourhoods. Park Lawn Cemetery abuts to the west.

Fairway Developments met with City Planning staff in August, 2025 for a formal pre-application meeting, where staff confirmed that amendments would be required to address the proposed height, density, and rental replacement obligations. WND Associates has now submitted Zoning By-law Amendment, Rental Housing Demolition, and Site Plan Control Applications to the City of Toronto on behalf of the developer.

The proposal outlines a 39-storey residential tower designed by Superkül. rising 135.79m, organized above a five-storey podium and positioned along the Bloor Street West and Old Mill Terrace frontages. The development would total 27,713m² of Gross Floor Area, translating to a Floor Space Index of 14.63 times coverage of the 1,894m² site.

A total of 371 units are planned, consisting of 345 condominium units and 26 rental-replacement units located on the second and third floors. The mix would include 2 studios, 222 one-bedroom, 109 two-bedroom, and 38 three-bedroom units, with larger formats accounting for roughly 40% of all units. Three at-grade units would line Old Mill Terrace, with the main lobby fronting Bloor Street West. Three elevators are planned, or about one for every 124 units, indicating high-speed motors would be required for adequate service, while a fourth elevator would provide better service.

The amenity program would be split between 933m² of indoor and 722m² of outdoor area. The former would be concentrated at the ground floor, sixth floor, and rooftop, linked to exterior terraces above the podium. At grade, a southwest outdoor area would include a playground and a pet relief space, along with a landscaped path along the site's western edge. 

Four levels of underground parking would provide 82 residential spaces, including four accessible stalls, accessed from a driveway off Old Mill Terrace. Bicycle parking would entail 253 long-term and 26 short-term spaces.

The site is roughly 350m west of Old Mill station on Bloor Line 2, a walk of about five minutes. Continuous bike lanes along Bloor Street West link the area to the broader east–west cycling network, although the Provincial government is fighting to take those lanes away, while the Humber River Recreational Trail provides an off-street, north-south route, accessed a block to the east.

There are no other development proposals in the immediate surroundings. Several mid-rise proposals are advancing about a kilometre to the west, with a 29-storey tower planned at 2929 Bloor Street West. About a kilometre away across the Humber east of the site, the 12-storey Bijou on Bloor is under construction, while a 16-storey building is proposed at 2453–2469 Bloor Street West.
