Eight Toronto development proposals that were appealed to the Ontario Land Tribunal (OLT) secured Council-endorsed settlements in October, 2025, paving the way for their ratification at the OLT in the coming weeks. If and when built, the settlements represents more than 4,600 new residential units. Council remains opposed to one of the proposals under appeal that was presented to it, while the endorsed settlements include condominium and rental buildings as well as heritage-retention and community space components.

11 Pleasant Boulevard
Settlement approval was secured for 11 Pleasant Boulevard, where Resident is advancing a 19-storey (65.75m) rental building east of Yonge Street in Toronto’s Deer Park neighbourhood. Designed by BDP Quadrangle, the tower has been revised from 87 to 89 market-rate rental units. The Ontario Land Tribunal is withholding its Order until multiple technical conditions are satisfied.

4180 Kingston Road
A settlement was reached for 4180 Kingston Road, where North American Development Group is proposing a 22-storey (75.25m) condominium building, designed by BDP Quadrangle, at the northwest corner of Kingston Road and Overture Road in Scarborough's West Hill area. The revised plan maintains 320 units while increasing the height from 20 to 22 storeys. The Ontario Land Tribunal will withhold its Order until technical conditions are met.

253-263 Viewmount Avenue
Council endorsed a settlement for 253-263 Viewmount Avenue, where Osmington Gerofsky Development Corp is advancing a two-tower condominium complex east of Marlee Avenue in Glen Park. Designed by Wallman Architects, the plan now calls for towers of 36 and 39 storeys (up from 35 storeys in the second phase) reaching heights of 118.99m and 127.84m. The total unit count has been reduced from 1,055 to 1,033, with settlement conditions including on-site parkland dedication, tenant relocation and assistance for those in three existing rental units onsite.

202 Sheppard Avenue West
A settlement was endorsed for 202 Sheppard Avenue West, where Nikali Holding Ltd proposes a 7-storey residential building designed by RAW Design at the northwest corner of Sheppard Avenue West and Welbeck Road in North York's Lansing neighbourhood. The plan has been revised from 6 to 7 storeys with indoor amenity space on the mechanical penthouse level, and from 17 to 24 units. The Ontario Land Tribunal settlement is contingent on the final Zoning By-law Amendment being to the satisfaction of City staff and the City Solicitor.

120 Bouchette Street
Council endorsed settlement instructions for 120 Bouchette Street, where Development Collective and 1956565 Ontario Inc are advancing a major mixed-use project in the Port Lands' McCleary District redevelopment area. The revised plan replaces the original three-tower scheme of 43, 46, and 49 storeys with two towers of 53 and 56 storeys, rising to 188.82m and 198.12m, designed by Turner Fleischer Architects. The total residential count increases from 1,626 to 1,754 units, alongside office and retail space, with the Ontario Land Tribunal hearing scheduled for January, 2026.

849 Eglinton Avenue East
A settlement was endorsed for 849 Eglinton Avenue East, where Pemberton Group is advancing a three-building mixed-use community west of Brentcliffe Road in Leaside. Designed by BDP Quadrangle, the revised plan reduces the maximum height from 6, 21, and 40 storeys (126m) to 7, 21, and 33 storeys (102.35m), and lowers the total unit count from 820 to 770. The settlement includes conditions for an onsite parkland dedication, 464m² of community agency space, and six affordable rental units to be maintained for 99 years.

65 McCormack Street
A settlement was approved for 65 McCormack Street, where Greenline Renovations Plus is advancing a two-building condominium project designed by TACT Architecture west of Weston Road in the Harwood area of the former Borough of York. The revised plan increases heights from 10 and 12 storeys to 14 and 17 storeys, reaching 49.73m and 59.78m, with the residential count growing from 263 to 370 units. Settlement conditions include provisions for allocating Community Benefits Charges toward improvements to nearby Harwood Park.

1117 Queen Street West
Council reaffirmed settlement directions for 1117 Queen Street West, where Queen Street Post Inc is advancing the redevelopment of Postal Station C at the southwest corner of Queen and Lisgar streets. Designed by Giannone Petricone Associates with heritage work overseen by ERA Architects, the project now calls for a 27-storey, 99m tower containing 261 condominium units, stepping down slightly from the previously proposed 28 storeys and 272 units. The tower would rise above the retained heritage postal station, incorporating mixed-use space, including community functions.

1117 Queen Street West, designed by Giannone Petricone Associates for Queen Street Post Inc

K2 Residences
Council directed staff to continue opposing the OLT appeal for K2 Residences at 1552 Kingston Road, where Hammersmith Corp proposes an 11-storey condominium at the northeast corner of Kingston Road and Kalmar Avenue in the Birch Cliff area of Scarborough. Designed by Onespace Unlimited, the revised plan reduces height from 12 to 11 storeys and the total residential count from 168 to 139 units. Should the Ontario Land Tribunal allow the appeal, its Order would be withheld until conditions addressing servicing, transportation, tree protection, and Toronto Green Standard compliance are satisfied.
