After years of stalled redevelopment plans for the former Market Village site at Steeles and Kennedy in Markham, the Province’s Transit Oriented Communities (TOC) program has spurred on a total reworking of a proposed high-rise community within the Protected Major Transit Station Area (PMTSA) of Milliken GO station. Planned by The Remington Group in partnership with Infrastructure Ontario, the BDP Quadrangle–designed Milliken TOC community would introduce 8 mixed-use buildings with towers rising from 25 to 50 storeys.
The 9.4ha property at 4350 and 4390 Steeles Avenue East, just north of Toronto’s city limits, is just beyond the northeast corner of Steeles and Kennedy in Markham’s Milliken neighbourhood. Its eastern edge is the Stouffville GO rail corridor. The site has been vacant since the 2018–2019 demolition of Market Village level, awaiting redevelopment. To its west stands Pacific Mall, while low-rise housing lies west across Kennedy. South of Steeles, within Toronto, the context includes medical offices, retail plazas, and Splendid China Mall.
Plans to redevelop the site first surfaced in 2009 with what was dubbed the Remington Centre, a $1 billion mall envisioned with nearly 800,000 ft² of retail, a hotel and condo tower, and public amenities such as a skating rink. Over the following years, multiple redesigns circulated, kiosks were pre-sold, and Market Village tenants gradually vacated. Demolition began in 2018 and wrapped up the following year, but further work never proceeded.
Momentum returned when the Province identified Milliken GO Station as part of its Transit Oriented Communities program, shifting the focus from a retail destination to a high-density, mixed-use hub. By 2022, concepts showed towers surpassing 50 storeys, and this month, Infrastructure Ontario and the Remington Group advanced a formal Zoning By-law Amendment application.
The community is structured with podiums of one to five storeys that support 12 towers rising between 25 and 50 storeys, organized around a central public park. The proposal calls for approximately 5,500 units across a total Gross Floor Area of 378,600m², translating to a Floor Space Index of 5.16 times coverage of the site. Residential uses would account for 368,500m², with 10,100m² devoted to retail. The unit mix is weighted toward one-bedrooms at 3,850, supported by 1,100 two-bedrooms and 550 three-bedrooms, with no studios proposed.
The 1.97ha park positioned at the heart of the site is framed by a new public road connecting Kennedy Road to Steeles Avenue East, supplemented by a series of private roads throughout the block. Parking, to be largely accommodated underground, along with bicycle storage and other details, is to be finalized at later stages of the approvals process.
The site is walking distance to Milliken GO station on the Stouffville line, recently upgraded with entrances north of Steeles that link directly into the TOC lands. It is also served by multiple TTC and YRT routes, including Kennedy, Steeles, Birchmount, and Milliken buses, with future service improvements to be introduced through the Steeles Bus Rapid Transit. Cycling infrastructure is limited today, though new bike facilities are planned along Kennedy, Denison, and internal site streets.
The Milliken TOC is one of several large-scale proposals reshaping the Kennedy and Steeles area into a high-rise cluster. Directly south, 4665 Steeles East is planned with three towers, while 4631 Steeles would add three more buildings ranging from 10 to 25 storeys. Southwest at 3447 Kennedy Road, four towers are proposed at 35 storeys each. East of the site, additional density is planned with a 30-storey tower at 35–51 Old Kennedy Road, a pair of 12- and 31-storey buildings at 30–46 Old Kennedy Road, and three towers from 28 to 53 storeys at 4440 Steeles East.
