Toronto's Committee of Adjustment (CoA) has approved a height increase for the future third phase tower at Pinnacle One Yonge, successfully advancing a Minor Variance application submitted by Pinnacle International that UrbanToronto covered in July, 2025. The northernmost tower of the complex, already one of Canada’s tallest planned buildings, is now set to rise to 95 storeys and up to 320.35m, placing it even further above the 300m ‘supertall’ threshold.
The north block of Pinnacle One Yonge is being realized as a three-tower community designed by Hariri Pontarini Architects on a site at Yonge Street's south end. The completed 65-storey Prestige Tower marks the first phase, while the 106-storey SkyTower, now under construction and rising past 87 storeys, anchors the centre of the site. The third tower, is now approved to rise to 95 storeys to the north. The development includes a 4,700m² City-owned community recreation centre, and 10% of the third tower's residential floor area set aside as affordable housing.
With the approved variance, the design for the third tower climbs from 289m to 306.4m at the highest occupied level, and from 309.2m to 320.35m overall including mechanical penthouse and architectural projections. The change is achieved by adding two residential storeys and adding an amenity floor in previously planned mechanical penthouse space, bringing the tower to 95 floors. Design refinements also include increased floor-to-floor heights on the uppermost residential levels, raising them from 2.95m to 3.25m to provide higher ceilings than initially planned.
The height adjustment allows for 19 additional suites, increasing the tower’s count from 995 to 1,014 units, while the number of affordable units grows from 140 to 145. These measures respond to market demand for larger suites while staying within the broader permissions of the amended By-law. No changes were made to the overall GFA allocation, tower-area ratios, or other site standards beyond the approved height increase. These revisions fall within the master plan’s overall cap of 2,875 residential units across the community, while the massing and setbacks remain consistent with the zoning framework established for the site.
City Planning staff reviewed the proposal and raised no objections, noting that the variance met the four tests outlined in Section 45(1) of the Planning Act. The CoA approved the request with the condition that the tower’s height not surpass 320.35m, leaving room for potential further refinements to the crown and mechanical configuration while keeping the overall building envelope within the approved limit.
Future Pinnacle One Yonge phases south of Downes Street (labeled as "Future extension of Harbour street" on the image below) included approvals for a 40-storey office and hotel building plus another 24-storey tower while incorporating a renovated 25-storey Toronto Star office tower, but new plans for that block are now under wraps following the post-pandemic downturn in the office market and approval in hand now to demolish the former Toronto Star building ("Existing Office Building" as per the image below).
Situated at the western edge of the Lower Yonge Precinct, the site places the development at the meeting point of Toronto’s waterfront and downtown core. Its location offers direct access to Union Station and connections to TTC Line 1, GO Transit, and planned GO/RER and LRT routes, supported by the extensive PATH pedestrian network.
