Two rental towers are being proposed for 70 through 104 Brownville Avenue in Toronto’s Mount Dennis neighbourhood, where Elysium Investments and Hepsor SPV I Ltd are seeking rezoning to permit buildings of 41 and 43 storeys. The high-rises designed by BDP Quadrangle would be within walking distance of the upcoming Mount Dennis station on Eglinton Line 5, falling inside its Protected Major Transit Station Area. The proposal would add height and density south of the station, (while more development activity is currently concentrated to its west).

The site is an assembly of 17 adjoining properties at 70 through 104 Brownville Avenue that back onto properties along Weston Road just south of Eglinton Avenue West. Each lot is presently occupied by a one- or two-storey detached dwelling. The site is surrounded by low-rise housing and two-storey mixed-use buildings, while across the GO Kitchener rail corridor is a planned mutli-tower high-rise redevelopment at the No Frills site.

Weston Consulting has submitted a Zoning By-law Amendment application to the City of Toronto on behalf of the developers. The plan calls for a six-storey podium anchoring towers standing 135.1m and 141.1m. In total, the project would deliver 61,903m² of residential Gross Floor Area at a Floor Space Index of 16.58 times coverage of the 3,827m² lot. Residents would be supported by four elevators in each tower, equating to roughly one elevator per 106 units, requiring high speed motors for adequate response times.

The community is planned to house 851 rental units, with no office, retail, or other commercial space included. Compared with the earlier pre-application concept, the current design has been refined to reduce bulk through step-backs and height tiering while maintaining the same overall density and tower count. 

A total of 3,404m² of amenity space is planned, split between 1,902m² indoors and 1,502m² outdoors, located on the ground and seventh floors, along with outdoor terraces on each rooftop. The ground-level amenity would span a double-height volume fronting Brownville Avenue and adjoining the POPS (Privately-Owned Publicly-accessible Space). Located at the north end of the site, the 200m² POPS would extend the Barr Avenue sidewalk.

Below grade, two levels of parking would supply 124 vehicle spaces, including 113 for residents and 11 for visitors. For cyclists, bicycle parking would be divided between 383 long-term stalls on the second floor and 86 short-term spots at grade near the entrance.

The site is located about 250m, or about a three-minute walk, from the upcoming Mount Dennis Station, the western terminus of Eglinton Line 5. The station will link to GO’s Kitchener line and the UP Express, offering direct service to Union Station and Pearson Airport, while also connecting with multiple TTC bus routes. Cycling connections are also planned through Barr Avenue and adjacent parcels.

The proposal adds to high-rise activity in Mount Dennis, much of it clustered west of the coming station. To the east, seven towers are proposed at 25 Photography Drive, rising between 20 and 45 storeys. Southeast, 955 Weston Road is seeking heights of 24 and 34 storeys. Just northwest, construction is underway on the 37-storey Dennis, while nearby proposals include 35 storeys at 9 Oxford, 46 storeys at 1151 Weston Road, 48 storeys at 15 Hollis, and a pair of 38- and 48-storey towers at 1175 Weston Road & 17 Locust Street.
