Sevoy Developments has proposed an ambitious new vision for an assembly of 2915 through 2943 Bloor Street West, where a 29-storey, Arcadis-designed condominium is planned for Toronto's Kingsway neighbourhood. The tower would be the first of its scale along this stretch of Bloor, a dramatic shift from the mid-rise design previously approved for the site. Situated near Royal York subway station and within its Major Transit Station Area (MTSA) — one which was not among the first 49 that were approved by the Province in August this year — the proposal aligns with provincial intensification policies, although even the previous seven-storey submission from a previous owner received significant pushback from nearby residents.
The site occupies a rectangular parcel on the south side of the corridor between Prince Edward Drive South and Grenview Boulevard South, about 300m east of Royal York Road. The property is currently occupied by two-storey mixed-use buildings and surface parking. The surrounding stretch of Bloor is lined with low-rise retail and commercial structures, while established low-rise residential neighbourhoods of detached homes extend immediately to the south and north.
Development plans for the site date back nearly a decade, beginning in 2016 with Fieldgate Homes and Dorsay Development's proposal for an 8-storey, 90-unit condominium designed by TACT Architecture.
That mid-rise evolved through an expanded assembly into the United Kingsway Condos, with Fieldgate Urban advancing a 7-storey, 225-unit design by Arcadis that was ultimately endorsed in a 2022 Ontario Land Tribunal settlement. With Sevoy Developments now leading the project, the latest resubmission abandons the mid-rise form entirely in favour of a tower-scale redevelopment that responds to the current planning environment which foresees the eventual approval of all proposed MTSAs.
Goldberg Group has submitted Zoning By-law Amendment and Rental Housing Demolition and Conversion applications to the City of Toronto on behalf of the developer. The new plan calls for a 29-storey, predominantly residential mixed-use tower rising 99.35m, anchored by a six-storey podium. The tower would introduce a floor-plate of roughly 750m², replacing the previous terraced massing with significantly more density.
The proposal contains 423 units, up from 225 in the previous plan, including seven rental replacement units. Total Gross Floor Area rises to 26,114m², up from 15,268m², of which 25,090m² would be residential and 1,024m² retail at grade, yielding a Floor Space Index of 8.2 times coverage of the 3,166m² assembly, increased from 4.94.
Proposed amenity space has also been similarly expanded, with 654m² of indoor space located on the second and seventh floors, complemented by 647m² of outdoor terraces at the same levels. Previously, 900m² was split evenly between indoor and rooftop outdoor space. The tower would be served by four elevators, or approximately one for every 106 units, requiring high speed elevators for prompt service.
Two levels of underground parking are planned, accommodating 132 vehicles. Of these, 126 spaces would be reserved for residents, with six allocated to visitors and retail users, up from the 91 total stalls in the 2022 design. Bicycle infrastructure entails 170 spaces, including 145 long-term resident spaces, 15 short-term visitor spaces at grade, and 10 publicly accessible racks along the Bloor frontage. Previously, 169 bicycle spaces were proposed. The new plan contemplates a cash-in-lieu contribution to the City for failing to provide a full compliment of bicycle spaces onsite.
The site benefits from its location within a four-minute walk of the Grenview entrance to Royal York Station, placing the development about 200m from rapid transit. Frequent subway service is supplemented by multiple TTC bus routes operating along Bloor and nearby arterial streets. Cycling is also accommodated with public racks on the boulevard.
Surrounding proposals are from several years ago and are modest by comparison, with 2816 Bloor West to the east planned at five storeys, while 2947 Bloor West and the Windsor House Condos to the west are each targeting seven storeys. Further west along the corridor, 3100 Bloor West at the Mimico Creek is approved for a 16-storey building.
