DiamondCorp and BV Realty Partners are seeking approval for a 48-storey condominium tower designed by Arcadis, the tallest submission to date for the intersection of Eglinton Avenue West and Allen Road. The site at 5 through 15 Park Hill Road, located in Toronto’s Forest Hill North neighbourhood, would rise on a compact site steps from Eglinton West station, soon to be renamed Cedarvale with the opening of Eglinton Line 5. It is therefore positioned within the Cedarvale Major Transit Station Area where the Province encourages high density development.

The site assembles five properties at 5, 7, 9, 11, and 15 Park Hill Road, located on the east side of the street about 25 metres north of Eglinton Avenue West. The parcel is currently occupied by detached houses that would be demolished. Low-rise residential streets are found to the north and west, with the Allen Road immediately to the east.

Over the years, mid-rise walk-ups and “tower in the park” complexes established a higher-density presence a few blocks north of the site. Today, the mix of detached houses, apartment buildings, and neighbourhood retail provides the backdrop for the developers’ Official Plan Amendment, Zoning By-law Amendment, and Site Plan Control applications.

The proposal calls for a single 48-storey tower reaching 161.8m, rising from a three-storey L-shaped podium that defines the Park Hill Road frontage. Townhouses are planned along the north portion of the base. Above, the tower would be arranged with a 750m² floor-plate, stepped back from the podium to create outdoor terraces.

A Gross Floor Area of 33,490m², all residential, would deliver 505 condominium units, with a Floor Space Index of 16.72 times coverage of the 2,041m² lot. Amenities would be distributed across the second and third floors, including 1,050m² of indoor area connected to a 150m² terrace on the second floor, and 550m² of indoor space with a 272m² terrace on the third floor.

Vertical circulation would be served by four passenger elevators, creating a ratio of roughly one elevator for every 126 units, which would require high-speed motors for adequate service. A fifth elevator dedicated to shuttling between the garage and second floor is also included in the plan.

Below grade, three levels of underground parking are proposed, accommodating 93 spaces in total, including 86 for residents and 7 for visitors. Bicycle parking provisions include 228 long-term and 51 short-term spots, alongside 10 public spaces.

The site is directly west of Eglinton West station on Line 1, which will be renamed Cedarvale once the Eglinton Crosstown LRT opens. The new Line 5 station entrance sits directly south of the property. Several TTC bus routes also serve the intersection, including the 32 Eglinton West, 63 Ossington, and 109 Ranee. Cycling options include continuous bike lanes along Eglinton Avenue West and nearby trails linking into Ben Nobleman Park to the southeast.

If approved, the 48-storey tower would set a new height benchmark for the Eglinton and Allen intersection, where most of the immediate context remains low- and mid-rise. Several taller projects are found nearby, including a 25-storey proposal at 1250 Eglinton West to the east, the 19-storey 155 Elm Ridge now under construction to the north, and a 33-storey plan for 836 Roselawn also to the north. To the southwest, a 43-storey tower is proposed at 1410 Eglinton West.
