High-rise living is on the horizon at Islington Avenue just north of Steeles Avenue and the Toronto border in Vaughan’s Humber Summit, where Primont Homes has submitted a proposal with four residential towers rising to 45 storeys at the northeast corner with Friuli Court. Designed by Graziani + Corazza Architects, the development features the tallest building yet planned for the area.

The proposal covers 7065 and 7067 Islington Avenue, a 1.62-hectare site currently occupied by the FF North Event Centre, Woodbridge Building Supplies and Garden Centre, and surface parking. The surrounding area includes a mix of commercial, industrial, and residential uses. The rail corridor and Highway 407 border the site to the north.

Primont’s proposal follows a Pre-Application Consultation with the City of Vaughan in May, 2024. Since that meeting, the developer expanded its holdings by acquiring the adjacent parcel at 7067 Islington to consolidate the site. 

Weston Consulting has submitted Official Plan and Zoning By-law Amendment applications to the City of Vaughan on behalf of the developer. The proposed development features four residential towers, rising from two buildings: two 12-storey mid-rises to the north, and two high-rise towers of 35 and 45 storeys, connected by a shared podium to the south. Heights range from 47.8m to 148.4m for the tallest tower. The site layout places the mid-rises adjacent to the rail corridor with an integrated crash wall.

The project would deliver 1,196 residential units, spread across 86,502m² of Gross Floor Area (GFA). This includes 85,693m² of residential GFA and 809m² of at-grade retail, yielding a Floor Space Index of 5.35 times lot coverage. The two high-rise towers would each have 800m² tower floor-plates, while the mid-rise would feature a broader 1,976m² floor-plate. 

Amenities would be divided between 541m² of indoor and 21,246m² of outdoor area, found throughout the podiums. Twelve elevators are proposed across the site (four per high-rise and two in the mid-rise), resulting in an average of one elevator per 100 units.

Three levels of underground parking beneath the high-rises would accommodate most of the project’s 1,196 vehicular spaces, with above-grade parking in the podium of the mid-rise component. The parking supply includes 957 resident spaces and 239 visitor spaces, alongside 549 long-term use and 111 visitor bicycle parking spaces.

TTC and YRT buses operate along Islington Avenue and Steeles Avenue West. The Steeles-Islington bus loop lies within a short walk of the site, offering connections to Bloor Line 2 via Islington station and to University Line 1 at Pioneer Village Station which is located roughly 5km east. There is currently no dedicated cycling infrastructure in the area, and sidewalks are missing along portions of Islington Avenue north of Steeles.

The proposal joins a growing cluster of high-rise developments emerging along Islington Avenue. Directly west of the site, Victory Tower is proposed at 28 storeys, while the SXSW community is under construction with multiple towers under construction. Phase 1 includes 23- and 33-storey buildings, while Phase 2, known as Hillmont, is adding towers of 23 and 31 storeys.
