Another application has been made for high-rise density at Highway 7 and Weston Road in Vaughan, this time on the southwest corner, where a sprawling commercial plaza is set to make way for a major multi-use redevelopment. Morguard Corporation and Dev-West Properties Inc. have submitted a proposal to replace Woodbridge Square with a nine-tower, mixed-use community designed by Turner Fleischer Architects. The towers would rise as high as 57 storeys, marking the highest storey count in an area shifting from low-rise commercial to high-density urban living.
Addressed to 7600 Weston Road, the irregularly shaped lot is currently home to three single-storey commercial buildings, including restaurant tenants and a grocery anchor, all fronted by surface parking. Surrounding the site are low-rise commercial plazas to the west and south, regional arterial roads to the north and east, and a mix of retail, automotive, and service uses in all directions.
Weston Consulting has submitted Official Plan and Zoning By-law Amendment applications to the City of Vaughan on behalf of the developers. The proposal outlines a multi-phase redevelopment of the Woodbridge Square site with nine towers arranged around a central POPS (Privately-Owned Publicly-accessible Space) measuring 3,728m². Building heights would range from 12 to 57 storeys, ranging from 46.7m to 184.7m. The tallest towers would be concentrated near the Highway 7 and Weston Road frontages, with a mid-rise 12-storey building anchoring the southwest corner along Winges Road.
The proposal includes 4,388 condominium units and a total Gross Floor Area of 326,697m², translating to a Floor Space Index of 8.76 times coverage of the 3.73 hectare site. Residential uses would account for 309,684m², while retail, focused primarily along Weston Road and Highway 7, would comprise 6,383m². The plan also includes space for a food store at the northwest corner of the site.
Across the nine buildings, the proposal includes 10,630m² of indoor amenity space and 6,960m² of outdoor amenity space. A three-level underground garage spans the full site, accommodating 2,907 vehicular parking spaces, 2,029 for residents and 878 for visitors, along with 4,409 bicycle parking spaces. Limited surface parking would be retained near the Winges Road frontage. Vertical circulation is supported by a total of 40 elevators across the development, averaging one elevator per 110 units. Ratios vary by building, from one elevator per 79 units in the 12-storey block to one per 123 units in the northeast towers, indicating the need for high speed motors for those with the poorer ratios.
The site benefits from direct access to regional transit infrastructure, with Viva Orange and Brampton Zum 501 buses stopping at Highway 7 and Weston Road, adjacent to the property. Additional York Region Transit routes offer connections to Vaughan Mills, Canada’s Wonderland, Cortellucci Vaughan Hospital, and University Line 1 subway stations at Vaughan Metropolitan Centre.
The redevelopment joins other proposals intensifying the Highway 7 and Weston Road corridor. To the west, Kingsmoor plans three towers from 32 to 38 storeys, and 3899–3901 Highway 7 would add six towers between 8 and 38 storeys. Northeast at 3790 Highway 7 West, three towers rising 43 to 45 storeys are proposed, while 7887 Weston Road includes four towers from 36 to 49 storeys, and SmartCentres’ Highway 400 & 7 master plan would introduce buildings up to 45 storeys. South of the site, 7540 Weston is proposed with towers of 42 and 45 storeys, while to the southeast, the RioCan Colossus Centre Redevelopment would add 25 buildings ranging from 6 to 55 storeys.
