A vision for a new high-rise district has emerged at the southeast corner of Kipling Avenue and The Queensway in Etobicoke. Figtree Holdings Limited has proposed one of the largest redevelopments yet seen along that corridor. Laid out by Studio JCI, the community would replace a retail plaza with 13 towers up to 65 storeys tall, along with over a hectare of new public parkland and a potential elementary school.
Spanning 7.4 hectares, the site at 1255 The Queensway is prominent for its adjacency to the Gardiner Expressway along its south side, while stretching approximately 336m along The Queensway to the north. Currently, it hosts a large-format retail plaza with surface parking surrounding multiple buildings. To both the west and the east are areas currently transitioning from industrial to commercial and high-rise residential, while across The Queensway to the north are a mix of mid-rise residential buildings, commercial plazas, and low-rise neighbourhoods.
The redevelopment process included a series of design charettes held throughout 2024 and early 2025. Consultations with the Toronto Catholic District School Board in February, 2025 explored the possibility of a new elementary school within the community.
Weston Consulting has submitted an Official Plan Amendment application to the City of Toronto on behalf of the developer. The proposal features towers from 49.6m to 210.1m. Mid-rise volumes would define the Queensway frontage, stepping up to taller forms toward Kipling Avenue and the Gardiner Expressway ramps. A series of podiums between five and seven storeys would establish a consistent street wall.
At full build-out, the project would deliver 7,360 residential units across a Gross Floor Area (GFA) of approximately 512,267m², with a Floor Space Index of 7.64 time coverage of the site. The overall GFA includes 501,629m² of residential space, 5,992m² for retail uses concentrated along The Queensway, and 4,645m² allocated for a potential elementary school.
The development is planned to introduce a mix of uses that blend residential, retail, and institutional space. Grade-related retail would animate the ground floors of Blocks A and B along The Queensway, while two new public parks totalling over 10,000m² are proposed to form a green corridor through the site, including a central 9,045m² park and an additional 1,013m² expansion to Zorra Park to the east. A 2,435m² outdoor area adjoining the school site in Block D is envisioned to serve as a recreational space during school hours and as accessible public parkland at other times.
Below grade, a series of interconnected parking structures would accommodate a total of 4,192 motor vehicle spaces, including 3,680 for residents, 370 for visitors, 119 for retail, and 23 for school and institutional use. Bicycle provisions entail 5,005 long-term and 516 short-term residential spaces, along with 23 for commercial and eight for school uses.
Transit access to the site is currently limited to TTC bus routes operating along The Queensway and Kipling Avenue, connecting to Kipling station on Bloor Line 2. The station also offers connections to GO Transit and MiWay routes. Kipling Avenue has been identified in the Toronto Cycling Network Plan for potential dedicated bike lanes.
The proposal joins a wave of large-scale intensification along The Queensway. To the north, 1230 The Queensway is planned at 13 storeys. To the west, 1306 and 1325 The Queensway propose towers of up to 41 and 46 storeys. Eastward, IQ Condos Phase 3 envisions three towers rising between 19 and 42 storeys, while 10 Zorra is proposed at 28 storeys. Additional development proposals further east include 2 St Lawrence with towers up to 20 storeys, 40-60 St Lawrence with buildings from 26 to 43 storeys. The current home of Cineplex Queensway, 1025 The Queensway, is envisioned as 12 towers up to 46 storeys.
