A multi-tower rental community is proposed for the southwest corner of Kennedy Road and Sheppard Avenue East in Scarborough's Agincourt area. Cando Apartments and Flagship Development Group have submitted an application to the City of Toronto outlining plans for four new towers rising to 49 storeys, along with the retention of an existing 17-storey building on-site and two new public parks. Designed by ZO1, the towers would be located within the Agincourt GO Major Transit Station Area, and positioned along the potential Sheppard Line 4 Subway Extension.
The site spans 2250 Kennedy Road and 3875 Sheppard Avenue East. Currently, it is home to two slab-style rental buildings: a 17-storey tower facing Kennedy Road, which would be retained, and a 13-storey building along Sheppard Avenue East, slated for demolition if this proposal gets the green light. The surrounding area includes high-rise residential buildings along Sheppard, retail plazas at major intersections, while Agincourt Mall, also slated for a major redevelopment, is across the street to the north.
Bousfields has submitted an Official Plan Amendment, Zoning By-law Amendment, Draft Plan of Subdivision, and Rental Housing Demolition applications on behalf of the developers. The proposed plan outlines a phased redevelopment with four new towers rising to 17, 31, 44, and 49 storeys (62.5m to 158.3m). The site would be reorganized into four development blocks, shaped by a new public street, a private driveway, and two new public parks. The tallest towers are concentrated along Sheppard Avenue East, gradually stepping down toward the low-rise neighbourhood to the south.
The project proposes a total of 1,339 purpose-built rental units, including 154 replacement units for tenants displaced by the demolition of 3875 Sheppard Avenue East. The development would include a total Gross Floor Area of 118,378m², comprised of 117,660m² of residential space and 718m² of retail uses concentrated along Sheppard. This equates to a Floor Space Index of 7.5 times coverage of the 1.9-hectare site.
The development is planned across four phases, starting with the 17-storey tower and public parks in Phase 1, culminating in the 44-storey tower for Phase 4. Throughout the phasing, each tower would connect to an expanding two-level underground garage, with 512 spaces for residents and 75 for visitors, as well as 1,012 bicycle parking spaces.
Indoor amenities would total 2,012m², with outdoor amenities spanning 1,587m². The project's new public parks include a 765m² in the site's southwest corner and 985m² to the southeast. Within the buildings, there would be three elevators in the two shorter towers and five in the two taller ones, resulting in an elevator-to-unit ratio ranging approximately one elevator for every 60 to 96 units, indicating good response times.
The site is located just 475m, or about a 10-minute walk, from Agincourt GO station on the Stouffville Line. TTC bus routes also run along Kennedy and Sheppard. Looking ahead, the development would benefit from the envisioned eastward extension of Sheppard Line 4, with a future station expected at Kennedy Road.
The plan joins a growing cluster of high-rise proposals and projects near the station. To the south, 2075 Kennedy proposes three towers ranging from 35 to 38 storeys, while Cowdray Court calls for a multi-phase plan featuring four towers from 23 to 41 storeys, including 26 and 41 storeys at 40 Cowdray. East of the GO station, proposals at 4151 and 4181 Sheppard Avenue East call for buildings up to 39 storeys. To the north, the masterplanned Agincourt Mall Redevelopment envisions 15 towers between 7 and 43 storeys, with its first phase including towers of 26 and 42 storeys rising above a new retail podium.
