A pending settlement with the City of Toronto means that a proposal in Scarborough Junction would bring a 38-storey tower, down from 42 storeys that were sought. Goodmans LLP has brought forward the settlement offer to the City of Toronto on behalf of Brosko Property Management for 708–712 Kennedy Road, seeking approval for a two-tower, all-rental development designed by KIRKOR Architects and Planners. It would be within walking distance of Kennedy station on Danforth Line 2 and the GO Stouffville line, and which will also soon be served by Eglinton Line 5.

The site is on the west side of Kennedy Road, a block south of Eglinton Avenue East, with municipal addresses of 708 and 712 Kennedy. Currently occupied by two 4-storey rental apartment buildings containing 98 units, the property includes surface parking to the rear and backs onto the Farlinger Ravine. Low- and mid-rise residential, commercial, and mixed-use buildings define the surrounding blocks.

The first zoning application for the site was submitted in March, 2022, proposing a 12-storey mid-rise fronting Kennedy Road and a 29-storey tower at the rear, connected by a two-storey podium and totalling 509 units. In response to feedback from City Planning and Urban Design staff, the proposal was reworked into a two-tower format, prompting a 2024 resubmission with revised heights of 21 and 42 storeys, 682 units, and a new POPS (Privately-Owned Publicly-accessible Space) replacing the park. City Council failed to deliver a decision within the statutory timeframe of the submission, so in May, 2024, the developer appealed the lack of a decision to the Ontario Land Tribunal (OLT). Council then voted in September 2024 to oppose the appeal at the OLT. Since that time, the developer has continue to modify the proposal in order to settle with the City, filing their offer earlier in June, 2025.

The settlement offer now envisions two rental towers of 21 and 38 storeys, rising to 73.5m and 123.65m respectively (down from a top height of 135.45m), with both floor-plates capped at 750m². The taller building is set near the site’s west end, while the shorter building addresses Kennedy Road with a 6-storey streetwall. In total, the project includes 664 rental units (566 market-rate and 98 secured rental-replacement units) spread across 49,027m² of Gross Floor Area, down from 49,847m², translating to a Floor Space Index of 4.8, up from 4.4 times coverage of the 11,254m² site. The proposal includes seven elevators, with three in the 21-storey tower and four in the 38-storey tower, equating to roughly one elevator per 95 units, indicating adequate service response times.

Two levels of underground parking would provide 257 vehicular spaces, including 188 for residents and 69 for visitors. This marks a slight reduction from the previous plan’s 259 total spaces. Bicycle parking has also been reduced, with 502 stalls now proposed, down from 537.

The site plan no longer includes a cul-de-sac and podium connection, instead introducing a more open layout with a 1,219m² POPS at the northwest corner. The developer has also committed to providing a minimum of 1,500 ft² of non-residential space at grade, intended for community-serving uses. This element was not present in the earlier proposals. Amenity area would be split between 1,422m² indoors and 1,573m² outdoors.

The entrance to Kennedy Station, serving TTC’s Line 2 and the GO Stouffville line, is about 360m away, while the future Line 5’s Kennedy and Ionview stations lie within 500m. The development also benefits from frequent surface transit along Kennedy Road.

The proposal joins other intensification plans along Kennedy Road and Eglinton Avenue East. Just south of the site, a 9-storey residential building is proposed at 565 Kennedy, while construction is underway on the 12-storey Nahid on Kennedy. North of the site, 2435 Eglinton East is planned at 35 storeys, and the Kennedy Co-ops are set to bring three towers ranging from 18 to 41 storeys. Together, these projects signal a broader shift toward high-density, transit-supported growth in Scarborough Junction.

The proposal now awaits a decision from City Council on whether to support the settlement at the OLT, ahead of a scheduled July, 2025 hearing.
