A major development application outlines four towers rising 35 storeys each in Pickering’s Liverpool neighbourhood, just north of Highway 401 and Frenchmen's Bay. Designed by BDP Quadrangle for Resident, the proposal site sits along the future Kingston Road Durham-Scarborough Bus Rapid Transit (BRT) corridor west of Pickering GO station, promising quick transit access to more of the Greater Toronto Area.
With a cluster of high-rise proposals already in process in the area around the station, this development sees that momentum shift further west along Kingston Road. The anticipated Durham-Scarborough BRT, including a stop planned adjacent to the site, supports this westward growth.
Located at 1095 Kingston Road, the site spans 2.09 hectares on the southwest corner of Kingston and Dixie roads in Pickering. It is currently occupied by a one-storey commercial building and surface parking. Surrounding uses include low-density residential homes on the opposite side of Kingston Road, while large-format commercial plazas extend to the east and west.
The Biglieri Group Ltd. has submitted a Zoning By-law Amendment application to the City of Pickering on behalf of the developer. Two podiums of 6 to 8 storeys each support a pair of towers, one to the west and one pair to the east. Tower heights would range from 118.81 to 120.36 metres tall, delivering a total of 1,492 units across 98,184m² of Gross Floor Area, making for a Floor Space Index of 4.71 times lot coverage.
The plan introduces several new public realm elements, including a 368m² Gateway Plaza at the northeast corner of the site at Kingston and Dixie. A 1,054m² POPS (Privately-Owned Publicly-accessible Space) is planned along the southeastern edge of the property, while a multi-use path would run along the site’s southern boundary, connecting the POPS to future trails and improving east-west pedestrian and cycling access.
Indoor and outdoor amenities entail 3,000m² and 2,985m², respectively, with exterior areas located primarily on the podium rooftops. Each tower would be served by four elevators, resulting in a ratio of approximately one elevator per 90 to 96 units, indicating adequate service response times. One level of underground garage is planned with 367 parking spaces, supported by four levels of above-grade parking in the east building and six in the west building, housing an additional 776 spots. In total, the proposal includes 1,143 vehicular parking spaces, split between 920 for residents and 223 for visitors. Bicycle parking calls for 746 long-term and 149 short-term spots.
Several Durham Region Transit (DRT) and GO Bus routes operate within walking distance, with stops at Kingston and Dixie roads. GO Bus Routes 41 and 92 stop nearby at Kingston and Walnut, about a 7-minute walk away. The Pickering GO Station on the Lakeshore East line is located roughly 1km to the east. While cycling infrastructure along Kingston Road is currently limited, planned upgrades tied to the Durham-Scarborough BRT include new sidewalks and protected bike lanes. The BRT will provide 36km of dedicated bus infrastructure from Scarborough Centre in the west to Downtown Oshawa in the east.
The GO station has spurred notable activity nearby. To the east, the Brookdale Centre Redevelopment proposes 14 towers ranging from 17 to 35 storeys. Closer to the station, a 49-storey tower is planned at 1786 and 1790 Liverpool Road, while VuPoint Condos is under construction, bringing three towers between 46 and 53 storeys. Further east, the expansive Pickering City Centre masterplan envisions 15 towers from 9 to 55 storeys.
