With double the towers and a bigger footprint, a proposal for 17 through 29 Mill Street North is back with a larger vision for Downtown Brampton. Designed by Graziani + Corazza Architects for Amdev Property, the new plans call for 45- and 48-storey high-rises south of Brampton GO station, within the Brampton Innovation District Major Transit Station Area (MTSA).

The blocks within the northwest quadrant of Downtown Brampton have become a hotspot for high-rise proposals, driven by the GO and VIA station, and fewer barriers to redevelopment compared to the more established neighbourhoods south of Queen Street, making land assemblies more feasible.

The site spans eight assembled parcels occupying the southwest corner of Mill and Nelson streets. Now just about double the area of the original assembly at 0.45ha in area, the individual properties are occupied by one-and-a-half to two-storey detached dwellings.

Originally submitted in 2024, plans called for a 48-storey tower rising 159.81m on a smaller 0.23ha site spanning 23 through 29 Mill Street North and 53 Nelson Street West. Following a public meeting in June, 2024, Amdev acquired three additional parcels to the south (17, 19, and 21 Mill Street North). A second public meeting was held in January, 2025, with feedback raising concerns about height and tower separation.

The revised Official Plan and Zoning By-law Amendment applications add a southern tower as the second phase, rising 150.96m. Together, they would deliver 915 residential units of undisclosed tenure, an increase of 366 units over the previous single-tower plan. There would be five elevators per tower, or about one per 92 units, versus one per 110 units under the single-tower design, indicating reasonable elevator service wait times for residents.

The total Gross Floor Area stands at 66,459m², a significant increase over the original 38,401m². Of this, 65,625m² would be residential, with 834m² dedicated to retail at grade. The resulting Floor Space Index of 16.83 times lot coverage is lower than the previous 19.42 of the smaller assembly. There is a planned 25m separation and setbacks designed to transition toward the adjacent low-rises.

Amenity spaces would total 1,508m² indoors and 1,120m² outdoors. The outdoor component is planned along the western edge of the site, forming a landscaped biodiversity corridor that buffers the towers from the neighbouring two-storey townhomes on Park Street. 

Below grade, four levels of underground garage would provide 310 vehicular spaces, up from 181. The breakdown includes 212 spaces for residents, 92 for visitors, and 6 for retail uses. Bicycle parking has grown to 550 spaces (458 for residents and 92 for visitors) compared to 330.

The site is located approximately 350m, or about a five-minute walk, from the GO station and the Downtown Brampton Transit Terminal, connecting to the Kitchener GO line and multiple GO Transit bus routes. There are also ZUM BRT routes along Queen and Main streets. Future integration is planned with the Queen–Highway 7 BRT and Brampton LRT.

A growing cluster of high-rise development projects and proposals is seen in the area. To the west, a 12-storey Algoma University Student Residence and a 31-storey tower at 60 Nelson Street are in the pipeline, while 55 Park Street and 80 Joseph Street are planned at 30 and 40 storeys to the northwest. Eastward, large-scale proposals include 34 and 42 storeys at 31–33 George Street North and 53 storeys at 118 Queen Street West. Closer to the station, proposals include 151 Main Street North at 30 storeys, Rose Garden Residences and Bristol Place with towers reaching 35 and 39 storeys, and 35 Railroad Street at 55 and 58 storeys.

The Mill Street proposal is scheduled to go before Brampton’s Planning and Development Committee on Monday, May 12 at 7:00 PM, with City staff recommending approval.
