Cortel Group and 1315955 Ontario Inc. have submitted to the City of Vaughan a proposal that would replace low-rise industrial buildings for high-rise residential near Martin Grove Road and Highway 7 on the west side of Woodbridge. Designed by Tregebov Cogan Architects, 166 Woodstream Boulevard is proposed as four 35-storey mixed-use towers. The development proposal is one of a number that have been fuelled by the VIVA Orange Bus Rapid Transit (BRT) line along Highway 7.
The proposal encompasses a four-property assembly, currently hosting one low-rise industrial building on each lot. They range from one to two storeys in height and are leased by multiple tenants, along with surface parking. Spanning 1.6 hectares with municipal addresses 132, 144, 154, and 166 Woodstream Boulevard, the surrounding area is mostly similar industrial plus some commercial with recent mid-rise residential. Not far away are numerous large parks and community facilities.
The Official Plan and Zoning By-law Amendment applications propose four towers, each standing at 115m. There would be 1,221 residential units distributed across the complex with individual tower unit counts ranging from 304 to 307. Anchoring these high-rises would be two 10-storey podiums, dividing the site into dual east and west configurations. The east towers would be the first of two phases.
A total Gross Floor Area of 114,665m² includes 3,200m² allocated for non-residential use, with 786m² of retail space positioned at grade in the east building and an additional 733m² in the west building. In addition, the east building's north ground floor segment proposes 479m² for non-residential purposes, with the application noting it could potentially accommodate a daycare centre.
There would be 6,954m² of indoor and 2,207m² of outdoor amenities, distributed across the first four floors. Central to the design is a 1,566m² open space located at the heart of the site, planned to include an outdoor amphitheatre surrounded by planting and seating areas.
Each tower would have three elevators, for approximately one elevator for every 102 units, indicating reasonable wait times for residents. Parking solutions entail two levels of underground parking providing 662 resident spaces and 138 visitor spots, including 15 located at grade. Bicycle parking provisions call for 760 long-term and 50 short-term spaces.
166 Woodstream Boulevard is situated just south of Highway 7 and within 3km of Highways 427 and 407. The site is served by multiple York Region Transit (YRT) routes, including the Viva Orange BRT to Vaughan Metropolitan Centre. Additionally, Brampton ZUM provide access to Bramalea GO station.
Proposed future transit lines include an extension of the Highway 7 BRT that would stretch west to Highway 50, and then into Peel Region, adding 24km of bus-only lanes between Vaughan and Brampton. Finally, a Caledon-Vaughan GO Line, proposed in the Greater Golden Horseshoe Transportation Plan, could provide a direct connection from Woodbridge to Union Station.
Other projects in the area include 77 Woodstream Boulevard which calls for 13- and 15-storey towers complemented by 3-storey townhomes. 20 Roysun Road to the south is proposed at 10 and 12 storeys. Close by to the northwest, proposals are taking shape at 5565 and 5555 Highway 7. The former would feature 9 buildings ranging from 12 to 28 storeys, and the latter calls for 10 buildings with towers spanning 8 to 36 storeys. Heading east, the stretch of Highway 7 south of Woodbridge towards VMC is lined with multiple mid-rise development proposals.
