In a bid to bring increased density to an apartment site in the Eatonville area of Etobicoke, a December, 2022 redevelopment submission to the City of Toronto for 530 The East Mall sought to replace the existing mid-rise apartment building with four towers of 21 storeys each. Designed by Turner Fleischer Architects for Hazelview Investments, a recent resubmission bumps three of the towers to 22 storeys, while scaling the fourth down to 14 storeys.

Located at the southwest corner of The East Mall and Capri Road, the site spans approximately 15,305m². Currently, it is home to a seven-storey apartment building dating back to the 1960s. The proposal replaces the existing 110 rental units, locating them in the most northerly new building, which would be built on land that is now used mostly as lawn space, prior to the current mid-rise building coming down.

Feedback on the initial proposal led to several changes, including the shifting of some of its volume away from the most southerly tower in a December, 2023 resubmission. Further changes to the massing with setbacks and step-backs resulted in a May, 2024 resubmission.

Now in August, 2024, minor modifications have been submitted via an updated Zoning By-law Amendment application, that include a widening of the landscaped area along The East Mall, and relocating at-grade amenity areas in the 14-storey tower to its rear.

As revised, the development now proposes one 14-storey building near the south end of the site standing 52.02m, and three 22-storey towers each reaching 73.57m, compared to the previously proposed 76.32m for all four towers. There would now be a total of 1,095 residential units, a slight increase over the original 1,074 units proposed. With three elevators per tower, there would be approximately one elevator for every 91 units, indicating reasonable wait times for residents, particularly those in the 14-storey building.

The Gross Floor Area would be 84,092m² for the four new buildings combined, an increase over 81,887m² in the previous proposal. Correspondingly, the Floor Space Index across the site would now equal 5.5, up from 5.3 times coverage. The design retains a public parkland dedication at the southern end of the site spanning 2,870m², located adjacent to the field of Burnhamthorpe Collegiate Institute. The proposal also entails 2,288m² of indoor and 2,806m² of outdoor amenities, with a slight increase in indoor amenity area over the initial submission.

A shared three-level underground garage would accommodate 808 resident vehicles and 60 for visitors. The bicycle parking facilities have been slightly adjusted from the initial proposal, now providing 822 spaces, with 745 for long-term use and 77 for short-term use.

The site is served by TTC buses connecting residents to Kipling station on Bloor Line 2, which also serves as a station on the GO Transit Milton line with trains direct to Union Station, and hosts a terminal for Mississauga’s MiWay buses.

The proposal is one of several in the area aiming to replace older “tower-in-the-park” models with denser, taller tower-and-podium style developments. To the immediate west, 5 Capri Road proposes a trio of 21-storey towers, while directly to the north, 580 The East Mall calls for a new 22 storey building. In the surrounding area, several proposals are characterized by a similar mix of mid-rise and high-rise structures. Further north, three-tower proposals include 600 The East Mall with 11 and dual 24-storey heights, and 630 The East Mall with 10 and dual 25-storey heights. To the west, construction is underway for the 21-storey 555 The West Mall, and 710 The West Mall is proposing 22 storeys. South of Burnhamthorpe Road, 385 The West Mall is proposed at 14 and 28 storeys, and West Village Etobicoke proposes a 14-storey tower alongside three existing towers ranging from 27 to 31 storeys.
