A new Site Plan Approval (SPA) application has been submitted to the City of Toronto by Shiplake Management Company on behalf of its proposed rental development at 22 Balliol Street in the city's Davisville area. This comes after a settlement was reached between the developer and the City late last year regarding rezoning for the site which is not far east of Yonge Street.
Located on the north side of Balliol, the site is currently occupied by a single-storey building that houses a Sobey’s grocery store plus a boxing gym below-grade. Proposed in the SPA is a 40-storey tower inclusive of a 4-storey podium with 414 rental apartment units, designed by the architects of the original proposal, gh3. 32 or 33 of the units are proposed to be affordable housing units. A grocery store is proposed in a 1,882m² of ground-floor retail space.
The Zoning By-law Amendment (ZBA) application for the site was submitted to the City in February of 2016. It proposed an increase to the permitted height and density, while introducing site-specific development standards. Proposed was a 38-storey residential tower with 425 rental units. In October of the following year, an appeal was submitted to what is now the Ontario Land Tribunal (OLT) on the basis of the failure of the City to make a decision on the ZBA application within the given timeframe.
A 12-day hearing was scheduled to be held on June 15, 2020, however due to Covid-19 the hearing was postponed until September 27, 2021. Over the course of 2019 and 2020, settlement discussions took place between Shiplake and City Planning staff, with the South Eglinton Ratepayers’ and Residents’ Association participating.
The eventual settlement satisfied key concerns including increasing setbacks and improving streetscaping, reducing the size of the tower floor plate to 750m², removing any projecting balconies on the north, south and east tower facades, adjusting the unit mix to be 10% 3-bedroom units, 15% 2-bedroom units, and 15% 2-bedroom or 3-bedroom units, adding a Mid-block Connection, and finally, creating an at-grade, short-term bicycle parking area.
