Great Gulf and Dream Unlimited have submitted a Site Plan Approval application to the City of Toronto for the first phase of a five-building, mixed-use development on the Victory Silos property at 351 Lake Shore East in the Lower Don Lands area by the harbour.

In April of last year, the Ontario Land Tribunal (OLT) approved a mixed-use development comprised of three development parcels, to be separated by roads. In November, a Draft Plan of Subdivision was submitted for the entire site to create the various development parcels, public and private roads, and a parkland dedication.

The first phase of development is for the North Block, bounded by Lake Shore Boulevard East to the north and the planned extensions of Parliament Street, Queens Quay East, and Trinity Street to the west, south, and east respectively. The 2.14-hectare site currently sits vacant except for the former Victory Soya Mills silos structure, which was originally used to store soybeans brought in by ships and to be later processed on site. The silo structure is now listed on the Toronto Heritage Register, and is to be preserved.

The developers have enlisted Danish architectural firm, Schmidt Hammer Lassen to design the brand new development.The North Block is approximately 3,690m² in area and is proposed to be developed with a 41-storey mixed-use building comprised of a 11-storey podium building with a 30-storey tower element on top, located at the west end of the block. 

The building would have a total gross floor area (GFA) of 46,316m², including 44,975m² of residential GFA, and 1,341m² of non-residential GFA, which results in an overall density of 12.55 FSI. At ground level, the building would offer retail and office spaces, which can be seen detailed in the site plan below.

The tower and most of the podium above would consist of residential units, 691 of them, in a mix of 42 studios (6%), 339 one-bedrooms (49%), 241 two-bedrooms (35%), and 69 three-bedrooms (10%). Approximately 804m² of interior amenity space and approximately 1,030m² of outdoor amenity space is proposed.

Proposed below the building are 227 parking spaces, with 165 for residents, 44 for visitors, and 18 for retail uses. A total of 704 bicycle parking spaces are also proposed, of which there would be 633 resident spaces and 71 visitor spaces.
