Antorisa Investments Ltd is seeking the approval of a resubmitted Zoning By-law Amendment (ZBA) application to the City of Toronto permit the redevelopment of an under-utilized site in Etobicoke with a high-density residential complex designed by Giannone Petricone Associates. It would include a seniors retirement building, townhouses, apartment towers, and a public park.

The site at 580 Evans Avenue is prominent owing to being on the southeast corner of the Highway 427 and Gardiner Expressway interchange. It is also a little to the northwest of the intersection of The East Mall and Evans Avenue, and is composed of nine contiguous lots which are currently occupied by several low rise commercial/industrial buildings and surface parking lots, with vehicular access from Evans Avenue.

In December of 2014, an application for a ZBA was submitted to the City to permit a mixed-use development on the property. The properties were designated as an Employment Area at the time, but through Council review of zoning conformity to the Official Plan and appeals to the Ontario Municipal Board — now known as the Ontario Land tribunal — the Master Plan Area was re-designated to Mixed Use Area. In order to better align with Provincial and City objectives for intensification, the developer recently revised the proposal to replace a number of proposed townhouses with an apartment building and two additional towers.

In the revised application, 1,084 residential units would be located across a two-tower (29 and 38 storeys) building with 3-storey townhouses at the base and another, slightly two-tower building (21 and 32 storeys) with 3-storey townhouses at the base; eleven 3-storey townhouse units; and a 9-storey seniors residence with 119 units. A 4,128m² public park is also planned on the site.

The proposed seniors retirement building would have amenities for residents on the ground floor and one lower level of parking for vehicles and bicycles. The first floor podium would have a green roof facing east toward the park. 

The block of eleven townhouses would also be oriented towards the proposed public park, which would provide an active public realm and would create ‘eyes on the street’ surveillance for a safe and comfortable pedestrian experience.

The proposed 29 and 38-storey apartment buildings would incorporate amenity space, an accessible landscaped area, and a green roof on the fourth floor. Additional indoor amenity space would be accommodated on the ground floor. The building would include five levels of parking that would provide 708 parking spaces, with two levels below grade, and three levels above grade facing the expressways. There would also be bicycle parking on the ground floor with 415 spaces for residents and 44 short term parking spaces for visitors.

The proposed 21 and 32-storey apartment buildings would include similar amenity distribution and number and distribution of parking levels as the taller two-tower development. It would have 592 vehicular parking spaces, plus 325 bicycle parking spaces for residents on the ground floor and 35 visitor bicycle spaces.

Vehicular access to the site would be facilitated via a new public road network that would provide access to both Evans Avenue and The East Mall. Pedestrian access to the site would be facilitated from the new public road network. The park and main entrances of all proposed buildings would front onto the public road network and associated sidewalks.

The site is served by TTC bus routes along both Evans Avenue and The East Mall, offering connections to Sherway Gardens, Kipling subway station, Royal York subway station, and the Long Branch GO station. Drivers would be very close to both the Gardiner Expressway and Highway 427.
