Core Development Group has applied to the City of Toronto to rezone 403 Keele Street in the Junction neighbourhood. Located on the east side of Keele approximately 80 metres north of Dundas Street West, the site is “L” shaped and 0.23 hectares in size. It is currently occupied by a shuttered Canadian Tire gas station which includes a 1-storey service building. The owner is proposing to demolish the gas station and service building, and redevelop the site with a stepped, 11-storey, mixed-use, purpose-built rental building.

To the north of the site is Heintzman Place, two mostly-residential buildings which step down from 24 to 19 storeys. To the east of the site is Heintzman Street which connects to Dundas Street to the south, and Indian Grove to the east. To the south of the site along Keele Street is a three-storey “main street” type building with commercial uses at-grade and parking in front, while to the south fronting onto Heintzman Street are 2.5-storey semi-detached dwellings. Across Keele Street to the west of the site is a five-storey condo proposal on a surface parking lot.

The Studio JCI-designed proposal is topped by a rooftop mechanical/amenity floor. The sloping site means that a lower floor fronts onto Keele Street than does the level fronting Heintzman. The Keele Street frontage provides retail and commercial uses at-grade with residential uses above, and facing Heintzman. The architectural design of the building's exterior is meant to contribute to the existing and planned residential, mixed-use, and commercial architectural character of The Junction by providing a mixture of façade materials that include glazing, and brick in a mixture of contemporary colours on all sides of the building.

The proposal has a total gross floor area of 12,947m², consisting of 104m² of commercial space and 12,843m² of residential space, providing for a residential unit count of 216 apartments consisting of 121 studios (56%), 22 one-bedrooms (10%), 51 three-bedrooms (24%), and 22 four-bedrooms (10%). Overall, the proposal represents a density of 5.6 FSI.

The proposal has 497m² of indoor amenity space within one indoor amenity room on the 2nd floor, another on the 3rd floor, and another on the partial 11th floor, while 383m² of outdoor amenity space is provided through one outdoor amenity area on the 3rd floor and one on the rooftop. The majority of the residential units in the proposed building also have dedicated private balconies or terraces.

Parking is proposed within a one-level underground garage containing 21 parking spaces, with 15 spaces  for residents and 6 for visitors, including 2 car-share parking spaces. A total of 236 bicycle parking spaces include 204 for residents and 32 for visitors, are proposed within the at-grade levels of the building.

Two north-south TTC buses pass right by the front door while the site is In addition, the site is within a 500-metre walking distance of Dundas and Annette streets, both of which are serviced by east-west TTC bus routes. The site is also within an 850-metre walking distance of a planned St Clair-Weston GO Expansion station that is to be located at St Clair Avenue just east of Keele. The site is also within a 750-metre walking distance of five parks.
