A redevelopment is proposed in the Broadview North neighbourhood in the East York area of Toronto on an assembly of properties from 5 through 19 Cosburn Avenue and 8 through 40 Gowan Avenue. Trolleybus Urban Development Inc is seeking a Zoning By-Law Amendment for a 15-storey, 52.5 metre-tall condominium tower that steps down to 8 storeys facing Gowan Avenue. Designed by IBI Group, the proposal includes a new public park and mid-block connection.
The site is a consolidation of 8 detached single family dwellings and 4 semi-detached buildings, 16 units in total, which are set for demolishment in this proposal. Adjacent properties to the west and south consist of low-rise detached and semi-detached dwellings. Across the street to the north are low-rise houses and apartment buildings. Adjacent to the east is a 22-storey Tower-in-the-Park style apartment tower. The proposal would add to the growing history of lot consolidation and apartment redevelopment in the area which has been reignited recently largely due to a proposed Ontario Line station to be built at Cosburn and Pape.
The proposed 15-storey building would face Cosburn Ave with its uppermost floors stepping down towards the south. An 8-storey podium building facing Gowan Avenue would begin to step back above the fourth floor, transitioning to the lower-scale neighbourhood to the south. The Gowan building would feature a 450 m² landscaped amenity terrace atop it, adjacent to a 65 m² indoor amenity space on the ninth floor of the tower to the north. A 120 m² green roof would top the southeast corner of the Gowan building. A new pedestrian connection is proposed to be established along the western property line, extending north from Gowan Avenue to a proposed 456 m² public park in the northwest corner of the site facing Cosburn.
The ground level of the development would include two residential lobbies located at the north and south ends of the site and connected by a central corridor that extends between them, 632 m² of indoor amenity space and 632 m² of outdoor amenity space, a bicycle storage room, indoor loading and garbage rooms, and residential units including 2-story townhouse units with direct access from the public sidewalk from Gowan Avenue.
A Gross Floor Area of 25,950 m² is proposed, plus 771 m² of landscaped open space and 590 m² of paved surface area. There are a proposed 316 residential units, with 207 one-bedrooms (66%), 76 two-bedrooms (24%), and 33 three-bedrooms (10%) of which 10 are townhouse units.
A two-level underground garage is proposed, accessed from Cosburn Avenue at the northeast corner of the site. It would have a total of 192 spaces, 158 for residents and 34 for visitors. There are 317 bicycle parking spaces proposed, which includes 285 long-term spots and 32 short-term spots.
